The Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin on Tuesday visited Syria. Alexander Bastrykin met with the head of the national security Bureau of the SAR division of General Ali Mamluk. The sides discussed issues related to the investigation of terrorist crimes and crimes committed against Russian troops on the territory of Syria.
Discussed separately the issue of the return of terrorists who have received combat experience in the Middle East, Russia and Europe for the preparation and Commission of terrorist acts, promote ideas of “radical Islam”, the recruitment into their ranks new faces. the sides noted that in recent years in illegal armed formations and terrorist groups involved more and more young people using modern telecommunication technologies through social networks. In this regard, it is very important at the state level to pay attention to young people, educating them in the spirit of patriotism, traditional and spiritual values, as well as providing them with employment (training in educational institutions, sports sections, mugs, etc.).
During the meeting, the Chairman of the Investigative Committee with the Minister of justice of the Syrian Arab Republic Hicham Al-Shaar and the Chairman of the Committee on the documentation of terrorist crimes, Deputy justice Minister Taysir Al-Samadi discussed the mechanisms of practical cooperation, taking into account the competence of the departments. At the conclusion of the negotiations signed a Protocol on cooperation between the IC of Russia and the Ministry of justice of the SAR. The document stipulates cooperation of the parties in the form of assisting in the investigation of crimes committed on the territory of the Syrian Arab Republic in respect of Russian citizens, including military personnel, civilian personnel and their family members; exchange information on foreign terrorists-militants who received combat experience in Syria and Iraq returning to the Russian Federation; exchange of information about Russian women and children in Syria; exchange of experience in the investigation of crimes of terrorist and extremist orientation, and also crimes of other types that pose an increased threat to society, including those committed by transnational organized groups. The sides noted that cooperation under the Protocol will allow us to make decisions in the investigation of criminal cases of the mentioned categories.
In the afternoon, Alexander Bastrykin visited the Russian military airbase in Hamima, where he held a meeting with the investigators of SK of Russia.
In particular, heard a report on the investigation of the military investigating bodies SK of Russia criminal case on the fact of wreck of the Russian transport aircraft an-26.
Also the Chairman of the Investigative Committee of the Russian Federation reported on the joint work of Russian investigators with the representatives of the competent authorities of Syria for establishment of all circumstances of Commission of crimes against Russian troops on the territory of the SAR, (the killing of the pilot Oleg Peshkov, a mortar attack on a mobile military hospital of the armed forces in Aleppo and other crimes).
It is especially noted that while in Syria, acting in armed conflict, the investigators of SK of Russia successfully implement the complex of investigative and other procedural actions specified criminal cases in close coordination with the Syrian side in strict accordance with the provisions of national criminal law, criminal procedure law, and international law.
The most distinguished investigators, as well as Russian servicemen were awarded medals and valuable gifts of the Investigative Committee of the Russian Federation. The award ceremony held at the airbase in Hamima in a festive atmosphere.
