The Russian Federation sees the danger to the viability of the Treaty on the limitation of strategic offensive arms (start Treaty), RIA “Novosti” with reference to the materials of the Ministry of foreign Affairs of the Russian Federation.
The material is said, that Russia sees the excess of one of the three established categories of contract SNV – “deployed and non-deployed launchers of ICBMs, deployed and non-deployed launchers of SLBMs deployed and non-deployed heavy bombers.”
“On the other two categories (deployed carriers and warheads) in the United States limits fit. There is a serious anomaly that must be eliminated”, – stated in the documents submitted for discussion in the state Duma Committee on international Affairs.
Earlier media reported that the us state Department published a report by DNSV, which gives figures as at 1 September 2017. The report shows that Russia has at its disposal 501 quickly deployed a carrier of nuclear weapons: Intercontinental ballistic missiles (ICBMs) and heavy bombers and ballistic missiles on submarines from 1561 warheads on them. The United States is a 660 1393 carriers and warheads, the document says. The total number of deployed and non-carriers in Moscow is 790, Washington is 800.
The start-3 Treaty was signed by the two States in 2010 and entered into force on 5 February 2011. In the framework of each of the parties reduces its stockpiles of nuclear stockpiles, so that after 7 years in the future the total number of weapons did not exceed 700 ICBMs, ballistic missiles on submarines and heavy bombers, and 1550 warheads and 800 deployed and nondeployed launchers.
The agreement commits both countries to share data on the number of warheads and carriers twice a year.
Media reported that Washington announced the implementation of its obligations in August 2017. As said the official representative of US state Department Heather Nauert, the American side intends to perform the contract and believes that the new start Treaty makes relations with Russia more stable and contributes to the safety of Americans and their allies.
In Moscow also say that as a whole has fulfilled its obligations to reduce strategic offensive arms. While the Russian foreign Ministry said that Russia could not confirm that the United States completely aligned their strategic offensive arms in accordance with the Treaty on strategic offensive weapons.
