Russia refused to pay PACE

The Duma Council approved the transfer of the contribution for the financing of the parliamentary Assembly of the Council of Europe (PACE) for 2018. This was reported to journalists by the first Vice-speaker of the lower house of Parliament Ivan Melnikov.

“The Duma Council adopted decision about payment of contributions of the Russian Federation for 2018 in the budgets of international organizations”, – he said.

Melnikov called the list of organizations, which will be credited to the contributions of the Russian Federation. Among them: the inter-parliamentary Assembly of Orthodoxy, the parliamentary Assembly of the Organization for security and cooperation in Europe parliamentary Assembly of black sea economic cooperation, inter-parliamentary Union, international Federation of library societies and associations and the Secretariat of the parliamentary conference of the Caspian sea.

“As you probably noticed, some of these organizations do not have the PACE,” he said.

Meanwhile, the head of the Duma Committee on international Affairs Leonid Slutsky stressed that due to non-payment of the contribution of Russia in PACE in the current year, the organization will be forced to reduce the number of important programs.

“If regulatory changes will be prepared and included in the regulation PACE, then we will participate, respectively, consider the question of our contribution, but not before,” he told reporters.

He also conceded that PACE no matter what will find a way of revising the regulations, although, in his own opinion, will make it difficult.

The MP believes that this is due, in particular, with the fact that there are different points of view, including representatives of, for example, delegations from Ukraine.

Recall that in April 2014, PACE has deprived the delegation from Russia of certain fundamental rights, including the right to vote by reason of conflict in the South-East of Ukraine and annexation of Crimea into the Russian Federation. In response, the delegation has suspended its work in the Assembly.

In Moscow, noted that the regulations governing the organization protects the rights of national delegations, and this PACE makes it possible to perform acts that infringe the rights and interests of delegations from various countries.

Last summer, Moscow announced that it would suspend the payment of part of the contribution to the budget of the Council of Europe of non-participation of the Russian delegation in PACE activity.
