“We see that the problem of vagrancy, homeless, beggars and other destitute beyond the powers of individual ministries and public bodies. This question lies beyond the scope of the Ministry of internal Affairs, Ministry of health, Ministry of labour: the problem is multifaceted and necessary for the successful eradication of this social disease and to create an effective body that will take in the individual powers of each of these bodies — the Ministry for the homeless,” — said Milonov about your idea.

The parliamentarian also added that the new Ministry can also rebuild infrastructure for socialization of vagrants, vagabonds and beggars, reports RIA “Novosti”.

“Now it all comes down to the formal provision of temporary refuge. People can spend a month and returned back on the street. It is a choice of the sick person with mental disabilities. All the homeless should be removed from the streets,” concluded Milon.
