Sanctions after the “Kremlin report”: in Washington, there have been internal contradictions

Treasury Secretary Steven Mnuchin said that sanctions against defendants in the “Kremlin report” will still be introduced, but on the basis of the secret part of the document. Only a day earlier, U.S. officials spoke in a more conciliatory tone. The state Department, for example, noted that the list in itself will deter “aggressive behavior” of Russia, so the introduction of additional restrictive measures may not be required. Why the us government cannot determine its attitude to Moscow? “MK” asked the expert.

Steven Mnuchin said that new sanctions against Russia will be based on the closed part of the “Kremlin report”, consisting of hundreds of pages. “On the basis of this report, we will assess the areas in which it would be appropriate to impose sanctions, — said the Minister of Finance. — This report in no case should not indicate that we are not going to impose restrictive measures.” He also added that looking forward to when Congress, for which, in fact, intended the document, will publish the secret part.

Immediately after the publication of the open part of the report of American Ministry of Finance has subjected to sharp criticism from both legislators and expert community. The fact that the document was particularly stressed that he does not mean immediate imposition of sanctions on the designated persons., the Official representative of the Department of State Heather Nauert stated that “Kremlin report” itself will serve as a deterrent and force a foreign state to refuse from purchases of arms in Russia. American presidential administration even before the publication of the report shared that is not going to impose sanctions in the near future. But the Finance Minister later denied this statement. Why Washington can not decide?

“The law requires the state Department and the Ministry of Finance to make this list — said in comments “MK” research fellow, Center for North American studies, IMEMO ran Alexander Borisov. — And then document is transmitted to Congress. In this case, it is Congress, and not the Ministry has authority for decision-making on sanctions. Therefore, the opinions and statements of representatives of the state Department or the Ministry of Finance by and large a little that depends. Everything will be decided by a vote in Congress. In your own words they’re just trying to affect the point of view of legislators. So, one view is that the very fact of joining this list will have a negative impact on the defendants. The longer they are “in limbo”, otricatelniy it affects their reputation, the transactions that they make.

Most likely, Russia will not be able to avoid a new round of sanctions. Given the current situation in Congress, he relevant law is likely to adopt. Another thing is that there may be made various changes, amendments and modifications. The solution to this question can also be significantly prolonged. We should not forget that we have not seen the closed part of this list, which could include completely different people. To say that he is “raw” or “wrong”, in my opinion, prematurely.”
