“An absolute professional”: the Federation Council reappointed Zorkin President of the constitutional court

On 31 January the upper house of the Russian Parliament voted to Chairman of the constitutional court once again became Valery Zorkin, who held the post from 1991-1993 and since 2003 until now. Between 1993 and 2003, Zorkin served as a judge of the COP. His candidacy for the consideration of senators has proposed Vladimir Putin.

Valery Zorkin thanked the members of the upper chamber and briefly reminded them of the function, headed by a state body, and also spoke about how hard it is sometimes to his colleagues to make decisions.

So in due time the constitutional court imposed a moratorium on the death penalty in Russia, despite the fact that there are corresponding article in the Criminal code of the country and that, according to various estimates, up to 70 percent of Russians in favor of such a punishment for dangerous criminals. Zorkin said that taking an unpopular decision, the constitutional court was guided by the requirement of the European Union, which has joined Russia.

But last year’s decision of the constitutional court on the “case of Yukos” Europe was not satisfied, because of the constitutional court of Russia found it impossible to execute the decisions of the European court of human rights in the “case of Yukos”. According to Valery Zorkina, the judgment was contrary to the norms of the Russian Constitution, as Mikhail Khodorkovsky, evaded taxes, and the constitutional court of Russia took a principled position.

Today the constitutional court examined numerous cases of conflict of interests, particularly between legislators and law enforcers, however, said Valery Zorkin, the court has always strictly abides by the Constitution.

Commenting on the appointment Zorkin to the post of Chairman of the constitutional court, the head of the upper house Valentina Matvienko has called him an “absolute professional” with unquestioned moral authority among the professional community of lawyers and citizens. Matviyenko also noted the “perfect biography” Valery Zorkin, the first time headed the constitutional court in 1991.
