Leonid Levin said about the prospect of new restrictions on the Internet


After the tragedies in schools Perm, Chelyabinsk region and Ulan-Ude some lawmakers habitually called one of the main causes of the incident lack of control over social networks. In the state Duma was immediately made, and there is no doubt, yet to be introduced bills designed to tighten rules for Internet regulation. On these initiatives we talked to the head of the Duma Committee on information policy, information technologies Leonid LEVIN (“CP”) that on 23 January visited the editorial office of “MK”.

— 25 Jan created in the state Duma Expert Council on issues of improving the legislation in the field of child safety intends to discuss the idea of supplementing the list of information that may be blocked on the Internet by extrajudicial “information that encourages children to commit illegal actions.” How do you feel about these proposals?

— The tragedy of who the real danger to the life of students, which led to serious injuries of teachers, is a natural emotional reaction from any of us. But in tackling issues of long-term political and economic benefits, we cannot be guided by emotions. Any new proposals to block and limit the technical possibilities of information dissemination should be considered from the point of view of their feasibility. If we accept the restrictions that will be ineffective, it would undermine the authority of the government, no matter what feelings we were guided.

Speaking abstractly about the proliferation of laws that allows you to block various forms of content, you can see that it is important not to begin to reproduce the Soviet experience, which very clearly showed that you can de facto prohibit the dissemination of any unpleasant information, but it is absolutely dominant youth subcultures to do the criminal act and the admiration of the West. The sad result of the Soviet experience should be a warning to us all.

— However, the Deputy Vitaly Milonov (“ER”) recently re-introduced to the state Duma a bill that proposes the registration in social networks only on presentation of a passport, and if we are talking about children, it is only with parental consent. With summer of last year in the Committee on information policy, information technologies and communication is made by United Russia Sergei Boyarsky and Andrei Alshevskih a bill that requires social networks under the threat of multimillion dollar fines during the day to remove at the request of the user is false, defamatory, and unlawful information. What can you say about the prospects of these initiatives?

— Regulation of social networking in General is a complex technical issue that should be discussed with all stakeholders with the aim of eliminating harm to the interests of the state and society. Initiative colleagues Milonov seems inconsistent with Russian design regulation of the Internet. The attitude already expressed by his colleagues in the faction confessed that he did not consult with them before making the document in Parliament. In this bill it is possible to note and quite serious challenges to the control system of personal data protection.

With regard to bill Boyarsky and colleagues Alshevskih — I can only say that this Novella, like the proposal Milonov, may be cause for further discussion on the Duma site on the need and feasibility of regulation of social networks. In any case, you should assume that such regulation should help the society and the state to be effective in terms of technological change. Trying to ban technological progress under the most noble pretences contrary to this task.

— If to speak about bills that are pending in the Committee, it is worth remembering and caused a great resonance the second bill about the foreign media-registered as a foreign agent. It was adopted in the first reading on January 12. He, as the text can be applied in relation to the media of any country.

— Work on the bill continues. We must support those who are interested in our country, our media or our language. This is a natural humanistic task of the state. Therefore, Russia is always with extreme caution reacted to the bans coming here spreading information abroad, including the closest neighbors, and minimized the reciprocity and mirror in such matters. At the same time, unprecedented measures selective prosecution by the Russian media in the US forced us to go to the formation of quite complex legislation that allows you to fully reproduce all the restrictions suffered by Russia Today and Sputnik, against American propaganda resources. This is an emergency measure, and hopefully will not need to apply it in relation to the media of other countries. By the way, the persecution of the Russian media show that their information is in demand, and demand indicates a high level of trust to the audience.
