Colleague Beliakova — Senator Valentina Petrenko, a member of the Federation Council Committee on social policy — expressed opposition to the proposal. In her view, expressed in interview to Agency “Moscow”, “this initiative destroys the institution of family as such, and not conducive to building family relationships, understanding the meaning of family, parental responsibility and, most importantly, responsibility to children when they are.”

The idea Belyakova Petrenko called “bad”, I asked the question, what prevents people to marry officially. Also a member of the Federation Council was confused by the way in which it is expected to prove of living together couples.

With Petrenko agreed and her colleagues, the first Deputy Chairman of the Duma Committee on family, women and children Olga Okuneva. In her opinion, which results in “Moscow speaking”, “we in Russia have traditional values and marriage. How to prove that people lived together for five years? Which between them had a relationship? Family is a traditional value, marriage is the value. Is the marriage to create a family and birth of children, not only in order to give each other joy, but also share the responsibility for each other and for those born in the family of children.”

The Senator did not explain what is the contradiction of her thesis with the position Belyakova, who offered to fix the family relationship after 2.5 years of living together in the birth of a child and five years without him.

The first Deputy Chairman of the Duma Committee on health protection Fedot Tumusov expressed support for him, his colleagues on “Fair Russia”. According to the Deputy, “the most important thing here, of course, “the legal consequences”: the right to visit in the hospital to inheritance and (unfortunately, sometimes) the division of property. We understand that a stamp in your passport is only stamped, family life is not limited thereto, and the term to 5 years — more than sufficient to confirm the relationship.”

Tumusov, however, added that “the question of exactly how people will be able to confirm what living in a de facto marriage those same 5 years. The testimony of neighbors, friends, and other witnesses? Documents like joint tickets? Here, of course, the most difficult moment”.
