The Deputy of the State Duma from “United Russia” Vitaly Milonov has decided to re-introduce to the state Duma a bill on the registration of social networks on the passport. The justification of such a measure, he said, is taking care of children.

As reported by Milon RT, the document will be submitted to the state Duma today: to register, the user will have to provide the social network a scan of your passport. While Milonov, whose similar bill the government had previously sent back for revision (all comments now supposedly fixed), did not explain on what basis the Russians will need to submit your personal data to foreign companies to verify the age.
According to the text of the new bill, children under 14 years of age for registration in the social network, you will need written permission from their parents, in the case of violations of citizens will be fined for the sum from 3 to 5 thousand rubles, officials — in the amount from 30 to 50 thousand, legal entities — from 800 thousand to one million rubles. How these requirements would apply to foreign companies, again, remains unknown.
The necessity of the law Milonov explained that “the recent tragedies in schools have been derived from the blindness of our legislation on this sphere. Children, after reading extremist materials, after listening to some anonymous, hard fall under the influence of unscrupulous puppeteers. They become victims of criminals who are using fake accounts to promote dangerous ideas, and we let them go unpunished.”
That allowed the Deputy to make such findings and some previously unknown information he had received, policy not specified.
