Russia was poorly prepared for the upcoming elections


The experts of the movement “Voice” has analyzed five reports of the Office for democratic institutions and human rights OSCE (OSCE / ODIHR) for the period from 2003 to 2016, which contains 121 recommendations for the election of the President and deputies of the state Duma. Among the unresolved issues is pervasive and widespread dependence of electoral commissions from the Executive power, limiting the rights of observers, as well as shadow and indirect public funding of election campaigns.

However, according to experts of the “Voice”, managed to perform a number of purely technical advice (transparent ballot boxes, the regulation of the number of ballots for voting at home, the introduction of complexes of processing of ballots (COHIBA), etc.), but to provide personal administrative or criminal liability for election fraud. It should be recalled that after the elections of 10 September 2017 in the Saratov region were dismissed all Saratov chairmen of the territorial election commissions.
