Putin told stories about when he called the head of the Federal security service (FSB) Alexander Bortnikov and asked him to comment on the unpleasant situation in one of the departments.

In response, the head of the FSB reported that just six months ago in this Department was conducted a large-scale test, the results of which were arrested a number of officers prosecuted, which left the court.

“He said that six months ago, the case was filed, all detained… hired new employees and started all over again” – complained the head of state.

According to the President, one of the solutions to this problem may be constant rotation of employees of power structures for example the military. However, according to Putin, this will require large financial investments, which Russia now can not afford.
