“After receiving information about the incident, the employees of the Russian Consulate in Marseille came immediately to the airport, has established contacts with the police and met Kerimov, which took place in a police station in nice on the night of 21 November,” — said at the Embassy the Russian Embassy. The representative of the Federation Council, in turn, said that Kerimov was in France for work and for personal business.

First Deputy head of the Committee on defense and security of the upper house of the Russian Parliament, Franz Klintsevich said that if the information about the detention confirmed, “the incident could be seen as provocation”. Deputy Chairman of the Federation Council Committee on rules Svetlana Goryacheva (in this Committee works Kerimov) said it would not comment on the situation.

The Ministry of foreign Affairs of Russia noted that Kerimov has a diplomatic passport, and therefore he can’t hold in the territory of another state.

“To the Ministry of foreign Affairs of France and Embassy in Moscow reported that Suleiman Kerimov is a member of the Federation Council, are among officials of the country and as such is immune from enforcement action on the territory of other States, – noted in the foreign Ministry. – He has a diplomatic passport.”

In order to find out what exactly was detained Suleiman Kerimov need to know if he was a tax resident of France or not. Most likely, we are talking about evasion of income tax, suggested in a conversation with “MK” Professor of international Commerce at the Higher school of corporate governance Ranhigs Lyudmila Dukanich.

This is a fundamental difference, the expert explained. “If the person is a tax resident of France, as a General rule that works in all countries, it must pay taxes from all incomes received from all sources. In any country, whether in Russia, in France or in Canada, said Dekanich. — Tax must be paid with all the total annual income, if we are talking about the tax to incomes of physical persons. If the person is a tax resident of the Russian Federation, and in France it is not, in this case in France, it can prosecute for tax evasion, which he received from sources in the territory of France.”
