The Deputy proposed a way to put Putin in the elections


The Deputy of the Lipetsk regional Council and a member of the “Open Russia” Oleg Homutinnikova spoke about his initiative to restrict the term of office of the President and governors expected life expectancy in Russia. By the end of 2016, according to Rosstat, the life expectancy for men was 66.5 and for women — 77,1 years. On average, without regard to gender, life expectancy, according to preliminary estimates of the Ministry of health in 2017 will amount to 72.5 years.

Life expectancy is the number of years that the average forecast will be able to live births in current year child. The rate at 72.5 years the Ministry of health calls the historical record, however, the UN in 2017 evaluates it at 71.2 years amid the global 71,9 years. In addition, in the General list of life expectancy, Russia ranks only 125th place.

Homutinnikova explained that it has the right of legislative initiative only at the level of the region, therefore, aware of the forthcoming March presidential election, comes out with a proposal directly to the Parliament: he sent a letter to the speakers of the two chambers and the Prime Minister and the current President. Otherwise, for consideration of the bill only at the regional level could take up to a year.

In Russia, says Homutinnikova, — there is an age requirement restricting the right of a citizen to participate in elections of the President (35 years) and the head of the RF subject (30 years). For example, people like the Creator of “Vkontakte” and “Telegram” Pavel Durov or Maria Baronova of “Open Russia” can’t nominate his candidacy, and like Zhirinovsky and Zyuganov, I can.” Such a situation the politician finds it unfair.

His idea of the MP explains that in the case of its implementation, the authorities would have incentive to fight “for increasing life expectancy, increasing wealth, quality of medicine, and ecology”.

Similar restrictions MP proposes to apply to the governors, by tying the term of office to life expectancy in those regions which they intend to lead.

Note that in the case of implementation the proposal Homutinnikova cut off from the presidential race of many participants: Vladimir Putin is now 65 years old, Vladimir Zhirinovsky — 71, Gennady Zyuganov — 73.

As the politician told our publication, the idea promised to support the founder of the “Open Russia” 54-year-old Mikhail Khodorkovsky.
