The administrative pyramid of bureaucracy do not need a real policy

The discrediting of elections as a political institution led to a sustained conviction among the masses that the average person does not depend on, his voice does not solve anything. Everything is decided at the top, the responsibility and authority to make decisions delegated to the political elite. In fact, this model of autocracy, but with the procedure Kazimirov — to confirm legitimacy.

How in the XXI century in Russia there was such an archaic political structure? As taught by the classics of Marxism, the answer lies in the economy. The main sectors generating revenue — oil and gas — are fully controlled by the government. And after in recent months, several large private banks have become the object of reorganization of the Central Bank, experts openly talking about the fact that the financial sector is also under the control of the state. In short, to find a sphere in which the state directly or indirectly has a controlling stake, in modern Russia it is practically impossible.

And the state is first of all the officials. Bureaucracy is a rigid hierarchical system like a pyramid. And there is the same pyramidal structure is reproduced today in all spheres of public life. There can be no political competition in the monopolized state economy. The power in this system is money and property. On the goodwill of officials not to share either. Therefore, all projects of reform on which there are experts and institutes, are doomed to remain on paper. In a bureaucratic system can only be an administrative reshuffle and reshuffle. Itself this system is not reformed.

Such a simplified system at first glance is very convenient to manage. Everything is under control, both political and economic decisions are made in Moscow, and then fly across the country in the form of decrees and orders. But just like a stool, the model lacks flexibility and is not able to cope with the new tasks and challenges in today’s dynamic world.
