“We, – wrote Kadyrov – details raised the issue of high rates of growth of the population of Chechnya at the expense of high fertility. It puts before us problems that need immediate solutions. They should be taken into account while forming the budget.”

The head of the region explained that we are talking about the financing of the social sphere: health, education and other industries.

According to Kadyrov, Kozak promised him “full support and assistance”.

Recall that this year, Chechnya needs to 40,4 billion rubles of subsidies: in 2016, Kadyrov entered into a sharp controversy with the Finance Ministry, also explaining the need of subsidies to Chechnya’s social obligations to its population.

With 85% of the revenues of the budget of the Chechen Republic are formed by non-repayable subsidies from the Federal centre. Against this background, the Fund named after Kadyrov’s father regularly arranges in Syria the distribution of free Lunches and engaged in other such activities.
