The Russian foreign Ministry explained the persistence of the DPRK in developing nuclear weapons

The head of the Department for nonproliferation and arms control, the Russian foreign Ministry Mikhail Ulyanov in an interview with “Kommersant” expressed the view that North Korea has to develop its own nuclear program because of the lack of international legal guarantees of security.

Russia condemns the elected authorities of the DPRK behaviour, but we need to realize that… problems with North Korea are largely a consequence of the policy of the West… In the absence of a reliable international legal guarantees of its national security, North Korea relies on nuclear weapons as a deterrent. Many Western countries do not understand or want to understand,” he said.
