This is reminiscent of the approach used by the colleges of the United States.

          “The new standard will be built on the algorithm of interchangeable blocks, it will be more agile, designed for independent decisions of students. It will be much more design work and practice. Previously, this scheme was only present in specialized units, but in fact varied set of the same disciplines. In the new system, there is definitely a desire for freedom, however, it is unknown how this will be implemented,” said associate Professor of journalism and media Spbgutd Vadim Vysotsky correspondent of the newspaper VIEW.

          The main and only direction of pedagogical work will now become the so-called universal and professional competences. The student must choose the learning objectives in the framework of the future profession and determine the “matrix of competences” – designer disciplines that will help him achieve these goals.

          So high school is finally moving away from the concept of “teach to learn and know” and immediately puts before the student a problem to solve, think, focus and act. It is included in the notion of competence, underlying the GEF: the ability of the employee to implement their competence in practice. It is hoped that this worker is socially adapted, professionally minded, knows how to find their place in the profession and in life. In General, the man of the future is a creative, stress specialist rather narrow profile, possessing the skills of project work, which will now be given special attention.

          The conflict of minds and wallets

          All admit that for the successful implementation of the current strategy of development IN Russia should create a strong and transparent scheme of interaction between the state, University, teacher, student and business. Especially a business. State financing of education is 4% of GDP, which is not enough for a given pace of reform. To further motivate the economy Ministry has prepared amendments to the legislation through which financial cooperation with academic institutions allow companies to get tax benefits on the profits. It is expected that this will help strengthen the endowment funds, a classic example of which is considered the Nobel prize: the proceeds from the sale of ownership of Alfred Nobel, was invested in securities, and prize scientists may be given with a percentage of the profits.           Teachers are easy to understand. They are forced to teach students different courses in different standards (GEF-2, GEF-3, etc.), navigate the new regular grid to try to connect the programme with the requirements of potential employers (often not particularly familiar with the teaching process in General) and constantly prepare a lot of documents and plans. These are not always consistent between settings, universities are subjected to formalized inspections of Rosobrnadzor, which increases the tension in the teaching staff.           History lesson

          To understand why it happened and why we need reform, you need to consider the fate of the national higher education after the Soviet collapse. Once famous Soviet higher education was rigidly synchronized with all the development plans of the country, broken by five-year plans on the road map to a brighter future. It was based on his fundamental and deeply researched system, the order granting the country needs a number of professionals, managers and researchers.

The lack of a coherent state policy instantly had an impact on the education system itself: youth went to study managers, economists and lawyers on the backdrop of a sharp decline in the popularity of academic and industrial “classics”.           The post-Soviet state educational standards (GOS) of the first generation more or less was formed only by the end of 90-ies. They were built on the demands of the academic community to, at least, to maintain a unified educational space, but synchronization with the labour market did not anticipate: the universities continued to offer popular, but not demanded by the employers direction.

          In 2000 came into force the STATE educational standards of the second generation, more or less consistent with the tariff-qualifying grid, the Ministry of labor. But this version of the standard did not help to overcome the lack of high schools from the market and to make earning a degree has ceased to be an occasion for jokes.

          In parallel, the Russian education started the integration into the European system in the framework of the Bologna process, which required immediate action in case of insufficiency of resources.

          Finally, from the middle of the “zero” began the painful and diverse evolution of the Federal state educational standard (fgos), which had to abandon many of the practices of pedagogy for adaptation of graduates to the changing world (first of these developments seemed priceless).

          Accelerate the process dramatically gave in 2014, when the course launched in the direction of import substitution, and the labor market started shaking from lack of personnel on some flanks and unemployment on the other.

          Now the country has new plans of development – economic, social, territorial. With them was extra synchronized system of education. Each graduate should consider how best to fit into these global plans, but tectonic shifts occur in the system for the sake of it.
