“Let bought biometric passports” Ukraine rehearses a visa regime with Russia

1 January 2018 and shall enter into force the decree of the President of Ukraine Petro Poroshenko on the introduction of biometric border control. It sounds menacing. First, the NSDC Secretary Oleksandr Turchynov and confirmed that we are talking about the biometric passport, to show which will have all the aliens. Do not forget to insert the pin Russia: “the Fact that many Russians no biometric passports, is their question. Let them order them”.

Later, however, Ukraine chilled out and clarified that it is otherwise. At the first stage all arriving foreign citizens will have to submit advance notice that they want to visit the Square. Then — to pass to be fingerprinted and photographed. The third stage will be the recording of the man on the spot.

According to Poroshenko, such actions will completely make a single national system of biometric verification and identification of citizens of Ukraine, foreign citizens and persons without any citizenship at all. Generally on similar gain control over entry and exit Poroshenko said on July 10.

– Certain complications of life for the Russians, – said the Deputy Director of the CIS Institute Vladimir Zharikhin. – For those who are just coming to their relatives. Yes, having a passport is not necessary, but the fingers will be removed. But for artists, journalists, politicians and scientists will be maybe easier – at least will know in advance that you will not be allowed. On you need to go to the Ukrainian border and in the middle of the night to find out what you is not allowed. But this narrow population. The main mass still suffer. However, the problem is that after all the Russian Federation will act symmetrically. But our streams are not in equilibrium. The Russians are going mostly to relatives. The flow of tourists dried up, it was mainly in the Crimea, and Crimea is now ours. To work there is some exotic…. In the end, our coming of thousands of thousands of Ukrainians to us to order more. And for Ukrainians, if Russia will make a symmetrical response it will be a problem. In addition, Ukraine declared Russia a zone of risky migration. Why? I have not seen any serious problems the Ukrainians here, it turns out that risky for them will return to Ukraine. They had this in mind? Saying that the guys don’t come back, you bad? It turns out that all the sanctions towards Russia hit the Ukrainian citizens.

Zharikhin said that if citizens have actually informed in advance of entry to Ukraine and about the purpose of the visit, that in fact the step is a permit entry.

– That is without registration of visas, but it is in fact is the visa regime. They can in response to the request to refuse entry. So this is essentially a visa regime, but without putting it into the passport…

In General, nothing new. In early June, the foreign Minister of Ukraine Pavlo Klimkin said that Ukraine is ready to introduce to the Russian visa regime. They really want to make it tricky to eat fish and not choke on a bone. According to Klimkin, to introduce a visa is necessary so that not suffered by the Ukrainians and inhabitants of Crimea: “there is a question of inhabitants of the Crimea, which the occupation authorities may be forced to do a visa in their own country.”
