“Homeland puts us in a humiliating position of petitioners”

On the first of September come into force amendments by the state Duma in the Law “About citizenship of the Russian Federation” at the end of the spring session. These three amendments: the deprivation of Russian citizenship of persons convicted for “terrorist” and “extremist” articles of the criminal code; the second is the introduction of the oath to foreigners for the first time receiving a Russian passport, and, finally, the third, the resonant simplifying the procedure of obtaining Russian citizenship for citizens of Ukraine received the status of native Russian speakers.

Of course, a simplification of procedure for obtaining citizenship for a portion of compatriots was positive in the migration policy of Russia, which mainly becomes tougher. For citizens of Ukraine having the status of native Russian speakers, you can enjoy. And I can even guess why it is for them, the citizens of the country in whose territory will not end the war, made such an exception. But at the same time arises the question: is it legal to single out any one of the applicants of Russian citizenship and give it preference not available to all other compatriots who have arrived from other countries, but in the same way as immigrants from the Ukraine, having the status of a speaker of the Russian language?

The law on media came in 2014, thanks to the initiative of President Vladimir Putin and aroused high hopes among compatriots applying for Russian citizenship. We, the compatriots living abroad, then, was grateful to the Russian President, who noticed live TV: “the Process of granting Russian citizenship to today’s outrageously bureaucratic”. It was noted that such steps as obtaining a temporary residence permit — temporary residence permit and receive a residence permit, actually duplicate each other. Russian lawmakers have canceled RVP as an unnecessary step on the path to citizenship. Thank you for it. We are entitled, having received the testimony that we speak Russian as a native language, to apply for the residence permit, bypassing the stage of the pit, and then immediately for citizenship. That is not seven years old to climb the stairs to the Russian citizenship and to obtain it within one year. But it is — ideally, and in fact, that’s the kind of obstacle it is unclear why lawmakers have made this a good in fact the law of carriers: before asking in Russia, residence permit, you are obliged not only to renounce their previous citizenship (this requirement was previously in other articles of the Law “On citizenship”), but also should, in addition to its failure to submit a certificate from the competent authority of the country vacated by stating that you are allowed out.

Just think, reader, in what a humiliating situation of applicants puts us homeland. The mind boggles this logic: the mediator between the future citizen of Russia and Russia itself is reason someone else’s country! Is it any wonder that leave the state are not in a hurry to fulfill this strange request. Not only Ukraine does not issue such certificates, Uzbekistan, where I happened to be born into, does the same. So, because of this requirement that many of us are simply impossible to fulfill, the law on the media for almost four years presumed dead. Now that this obstacle on the path to citizenship even for native speakers of Ukraine finally removed, the law finally working. I hope that the Deputy of the K. F. Zatulin will be possible in the near future to implement a comprehensive amendment to all compatriots of immigrants who received the status of the media, but are forced to live in their home country without citizenship. It is impossible to understand what kind of guilt we so punished. Do I need to explain how this painful and sad for us who feel outcast?

No country in the world is not filtered in the act of his countrymen on the principle of political conformity, as it does Russia. But there are countries in which immigration laws has repatriation character. Moreover, the legislation focused on the maintenance of the titular nation. For example, in Poland there is the Polish card. To get it, only to show their family ties with the country, that is, to prove that you have a family there are poles. The owners of such cards will be exempt from all financial duties in obtaining Polish citizenship. Those who arrive for permanent residence in Poland will receive funds for rental housing and intensive language courses.

In Israel the law of return, which right to become a citizen of the country appears not only from the Jews but also persons of Jewish descent up to the third generation. To obtain the citizenship of the country, even in the case that your relative is a Jew has died or resides in another state and not going to move to Israel.

And Russia can easily forget about the millions of Russian compatriots, scattered throughout the wide world. The collapse of the Soviet Union, according to Vladimir Putin, was the biggest tragedy of the XX century: “In the first place because in an instant 25 million Russian people found themselves outside Russian state, although they lived within the Soviet Union. Then suddenly the Soviet Union collapsed — just for the night really. And it turned out that in the former Soviet republics lived 25 million Russian people. They lived in the same country. And suddenly they were outside the country”.

In 90-e years to Russia from the former Soviet republics moved more than 7 million people, mostly Russian. Russian people is the title people of the country, but for some reason we hesitate to think about it, and we somehow don’t care that the number of state-nation has been steadily falling. Thus, in the period between the last two censuses, the Russian population declined by almost 4 million people, and their share decreased to 79.8 per cent, compared with 81.5% in 1989.

According to the latest UN forecast made in 2008, for the year 2050 the population of the Russian Federation will amount to 116 million people.

The composition of Russian population by 2050 will change so radically that the Russian will be in the minority. Under the influx of migrants of Russia has become more cosmopolitan than in the Soviet era. Two decades on its territory almost completely reproduced the multinational composition of the Soviet Union, there is a new Diaspora. This, of course, the positive trend, Russia has always been multicultural and colourful country. However, many experts argue that the natural decline of the Russian people sooner or later lead to tragedy. Throughout history since ancient times and to this day the Russian people have United around the territory that is now called Russia. There will be Russian, will not, and Russia. Therefore, the country should cherish the fact that the return of Russian and Russian-speaking from the wreckage of the collapsed Soviet Empire continues. They need to wholeheartedly accept and not to alienate the bureaucratic problems, which make a joyful act of obtaining Russian citizenship in a multi-year flour for compatriots. It is unfair and just wrong that the Law “On citizenship”, adopted in 2002, the Russian and Russian-speaking, returning home to Russia (another country we have anywhere in the world), are the same de jure “foreigners”, like accidentally fell to us, for example, refugees from Africa.

Russian migration legislation must wear repatriation character. Then will not happen in such a manner outrageous absurdity, as happened with the long-awaited law on the Russian language.
