Give Ukraine status: going to Kyiv representative for decentralization


Deputy Prime Minister and Minister of regional development of Ukraine Gennady Zubko declared that in the Republic there will arrive the representative of the Cabinet of Ministers of Germany. It will take a deepening partnership between the two countries at the level of their fields and lands, in particular to introduce in Ukraine a few infrastructure projects, the content of which is kept secret. The expert explained why Kiev is proud of this collaboration and what it means for the DNI and LC.

According to Zubko, the visit of the German guest testifies to the success of Kiev conducted by the decentralization of the country. The Minister believes that the EU regards this reform as the main achievement of Ukraine. Meanwhile, foreign advisers and even Ministers consistently present in the Ukrainian political space, however, any positive effect it has not brought. On the contrary, occasionally they depart from the Republic with scandals.

However, the decentralisation Kiev can indeed boast of some achievements. At the end of June the President of Ukraine Petro Poroshenko said that since 2014, the reform brought the regional budgets 100 billion. At the same time in 2016, tax decentralization has brought local communities 50 billion hryvnia. At the same time it should be noted that the annual inflation rate in the Republic is 12.4%, and its region by more than 50% financed from the state budget.

In particular, the situation with corruption, governance, and economy as a whole is only getting worse, and the reforms do not give the desired results. Against this background, the policy of decentralization really does not look so depressing, but it does not reduces the level of social discontent in society.

It is unlikely that the arrival of the representative of Germany will have any serious impact on Ukraine, but in terms of propaganda, Kiev will still get the most from his arrival. At the same time, if we look at the statements of official representatives of the European Union, we can’t find any admiration. Only the IMF is happy that the Ukrainian authorities raise the retirement age and housing prices.

As for the position of DNI and the LC, was observed in Ukraine, decentralization does not correspond to their interests, as in fact it is still built under rigid vertical of the presidential power. All of interbudgetary relations, which are within the scope of this reform, only some are upgraded versions of their predecessors. Modern Donetsk and Luhansk are ready to talk with Kiev about a Confederation.

However, Ukrainian decentralization irrelevant to the Minsk agreements has not, and it is understood both in Ukraine and in the West. It is appropriate to recall that in the fall of 2017 is the deadline of the law “On certain areas of Donetsk and Lugansk regions”, which was adopted, never entered into force. For the execution of the Minsk agreements need to reopen discussion on this issue, as this document is one of the absolute elements of establishing peace in the Donbass.
