The day of the census: social networks will be obliged to remove illegal content

Deputies from the faction “United Russia” introduced a bill whereby it is proposed to oblige the social network and instant messenger during the day to remove illegal information. Want to admit such extremist information, or libel. However, experts Runet in doubt the appropriateness of initiatives: in their view, the bill needs many refinements.

According to the text of the bill published on the website of the State Duma to accept illegal offers information, directed “propaganda for war, incitement of national, racial or religious hatred and enmity, and unreliable or discrediting the honor and dignity of another person or his reputation.” In other words we are talking about information that can become a cause for the initiation of criminal proceedings for which administrative responsibility is provided. The bill was introduced by deputies from the faction “United Russia” Sergei Boyarsky and Andrey Alshevskih.

According to them, we are talking about instant messengers and social networks with an audience of more than 2 million users a month — that is, Telegram, WhatsApp, Facebook, “Vkontakte” and others.

The bill proposes to remove illegal information you will need in a day after she complained to someone. For failure it is planned to include a fine of 3-5 million rubles for physical persons, 30-50 million — for legal.

The authors of the document specify that the second reading of the plan to prepare a number of amendments, which will explain the mechanics. In this with the representatives of “ER” according to experts of the Runet — according to experts, this bill does not make.

If you need to delete anything to complain users it is not objective. And it is as on public information and sent in private messages, or even the media or other sources clarification on this point. If the user finds that he doesn’t like it, so you’ll be able to complain, and blame will be the social network? The bill now is very crude, it is poorly thought out. If it is not complemented, it will be clear how to implement it. At least, it is necessary to prescribe in regulations what information should be removed and who determines

In his opinion, such an initiative could be detrimental to itself the idea of social networks as a space for exchange of opinions and content and out of the ordinary case, the expert reminds, can be solved in a judicial order, for this is already established mechanisms. And if earlier it was only of clearly dangerous information, but now the definition is blurry.

I agree with my colleague, also an Internet Ombudsman Dmitry Marinichev — according to him, such initiatives only hinder modern development of Russian society.

– It’s definitely a bad future for society, as this initiative allows to further censor the already sazandaryan the Internet. This will bring additional costs to the budget, since you have to pay for the services of intermediaries on which they are pinning their hopes. This will lead to an outflow of high-tech Internet services from the jurisdiction of Russia. In addition, it does not allow the company to move in the modern information life. From all sides it’s bad. Any freedom of speech or even the ability to put something into question is impossible. It’s a dead end, it turns out that Russian society is trying to preserve the phase of the mid-90s. If that is accepted, it is unlikely that this situation can persist longer than five to seven years, – explained the expert, “MK”.

Earlier media voiced the opinion that the bill under discussion is another way of dealing with opposition politicians and the content they distribute: for many of them social networks are the main platform for communication with potential voters. According to the Vice-speaker of the state Duma Igor Lebedev, the representative of the LDPR faction, we can go on fighting with the “wrong bloggers”, including Alexei Navalny. Recall that the situation in the political arena of Moscow worsened after the June 12 rally on Tverskaya and continues to deteriorate before the election of municipal deputies, which will take place on September 10.
