Fruitful farewell: Russia has written off Kyrgyzstan’s $240 million debt


In the Kremlin with a farewell visit to the President of Kyrgyzstan Almazbek Atambayev, demonstrating amazing for Central Asia (and not only) its commitment to the principles of democracy. The Kyrgyz Constitution provides for the leader of a country has only one 6-year term, and Atambayev will meet this requirement. No amendments, exchange seats and other tweaks – October 15 in Kyrgyzstan will elect a new President. Vladimir Putin expressed the hope that the change of government in the brotherly country will not lead to another “color revolution”.

Not to say that Vladimir Putin and Almazbek Atambayev haven’t had a chance to discuss bilateral relations. From the beginning, they have already met four times and the last a week ago at the SCO summit in Astana. So the current visit, at the insistence of the Kyrgyz side received the status of a state, looked like a ceremonial: the anthem, pass the guard and the laying of wreaths took almost more time than the negotiations themselves, missed just one and a half hours. However, it is inconclusive they aren’t. Russia has managed to achieve from Kyrgyzstan signing the agreement on development of military-technical cooperation and public recognition of the importance of being in a Republic of our military base and Kyrgyzstan cancellation of another portion of the debt in the amount of 240 million dollars. In the end, both sides decided that a farewell visit was not only pompous, but also fruitful.

At the meeting tet-a-tet Almazbek Atambayev felt obliged to thank Vladimir Putin for his years of support – not only financial, but also moral. It is no secret that immediately after his election, the relations of Bishkek and Moscow is not the best way: Atambayev was the leader of a “color revolution”, such as the Kremlin can not stand. However, GDP was able to overcome myself and to build relations with the new leadership of the Republic in a constructive way, the more that he himself “revolutionary”, unlike predecessors, has embarked on a gradual rapprochement with Russia.

The main achievement of my presidency, I consider the conclusion of bilateral relationship in the direction in which they should always be a spirit of friendship and brotherhood – confessed to Putin, Atambayev. Before new elections the situation in Kyrgyzstan, he said, is radically different from 2010. The population and political elite there is a desire to stability and understanding that the country has more to do with Economics and less to play political games.

– I hope that the period of instability has passed and the situation returned to normal, but irreversible in the direction of positive development – supported optimism Atambayev, Russian President. He already said that he is sorry about leaving Kyrgyz colleagues. And rumor has it, even tried to dissuade him from this step, but to no avail. However, Atambayev, of course, has its own candidate – the current Prime Minister Sooronbai Jeenbekov, which was presented to Putin during his visit to Bishkek this spring.

– I hope that everything that was established during the years of your presidency will continue, and we will follow this path of strengthening the bilateral relations and the situation in the region as a whole, – sent a signal to the future receiver of the state’s GDP. Regional experts say that, despite the administrative support, 100% confidence in winning Zheenbekov no, and the Kyrgyz election could give the Kremlin an unpleasant surprise. Now, four days after the start of registration, about his desire to compete for the presidency said 5 people.

To reduce the likelihood of such developments, the Russian government agreed to write off Kyrgyzstan’s another batch of debts. But Putin, in his closing remarks, cited several benefits of the strategic partnership with Russia – $500 million investment in the framework of the Russian-Kyrgyz Fund of $230 million to small and medium businesses, $30 million annually to support the budget and $200 million to adapt the Kyrgyz economy to the requirements of the EEU. “Money transfers from citizens working in Russia account for a third of Tajikistan’s GDP. Last year, their volume increased by almost 20% to $ 2 billion, and in the first quarter of this year, another 67%,” – said the GDP, noting that the Kyrgyz also have preferential terms for the device to work, receive medical and social assistance.

It is obvious that this fraternal assistance not disinterested: to count on its continuation of the new government of Kyrgyzstan will be able only in the saving rate of the outgoing President.
