The discussion of anti-corruption rally on 26 March and mass arrests has been simmering for a month. On the eve of another uncoordinated protests, which could take place in Moscow and the regions, the situation was discussed by the members of the Council on human rights under the President and the representatives of the Moi. — How do you assess the situation with the rallies?
— Number of prohibitions and displacement (power offers alternative sites for meetings. — “MK”) has led to the fact that the opposition is beginning to work asymmetrically. Under pressure from the authorities it already brings people into unauthorized rallies.
Everything can be in this life: you can negotiate a rally may not agree… But in any case should be clearly legislated, in the form of guidelines for the management of the Ministry of interior and all the lower parts, to prescribe what actions an unauthorized rallies are liable to punishment. Because March 26 was delayed a little more than 1% of all participants, and all our information to prove that the arrest was chaotic. Sometimes the demonstrative: to intimidate snatched and detained people in the crowd…
Whether we like it or not, but it is necessary to prescribe on all occasions, how to apply force to people at unsanctioned rallies. You can’t hold innocent people — 10 thousand, 20 thousand, 50 thousand and so on. It should be clearly specified that the administrative prosecution shall be such-that the deeds, criminal — such detention, even at three hours, happens at such and such action. And the opposition knew it. And if she doesn’t want people put in jail, but it displays them on unauthorized rallies, she needs to explain to them the rules.
On the other hand, the police leadership should hold meetings with the political block of power, as they prepare to policing the unauthorized rallies. The police should not be excessively aggressive use of power, aimed at deterrence. Because the number has turned into quality and the people so do not be intimidated. Of course, you need to examine why people go to rallies, but it is not a question of the interior Ministry.
According to these rules should be very detailed instructions from top to bottom, including ordinary police officers, every officer, every senior, and so on. That all worked like clockwork.

Will happen next, because for so many years you crushed the opposition, not giving her any to go to the Parliament or to work systematically. And I predicted all normal scientists and politicians predicted that it will take time to grow another generation, born in freedom, which will act as it sees fit, regardless of what you want.

— Yesterday at the meeting of Deputy head of the Main Directorate of the interior Ministry assured that everything clearly.
— In your opinion, what is the probability that they’ll listen to you?
— I’m very pessimistic, judging by yesterday’s reaction. The people who represented the Public Council at the interior Ministry, listened, responded and understood. The others started arguing about who is bad and who is good. It is not serious. If you work at intimidating its own people, it will end in a terrible riot, which I don’t want to.
