Small aircraft complaining of big problems

Potentially very promising for the aviation industry – small aircraft – have been in crisis and the semi-legal status, they say. Pilots vividly describe how current laws and regulations make small aircraft unprofitable and pointless, while in other States it thrives.

Pilots of light and ultra light aviation has complained to Vladimir Putin on the extreme difficulties they face in their work in Russia.

“In Russia for the aircraft you have to pay and transportation, and property tax. Although the road surface planes do not spoil”

“Today, 140 million people in the Russian Federation, we barely have 2 to 4 thousand aircraft and helicopters of General aviation, and only a few thousand actively flying pilots. For a country with such aviation heritage, like Russia, this figure is insignificant,” – said in their appeal. The main problem is in fact a semi-legal existence of these types of aircraft due to extreme sauromatians their work.

“The number of pilots leaving “the shadow” every year becomes more. The owners of landing sites cease operations – taxes are too high. As industrial lands, the landing pad does not make enough money to pay the tax. The transport tax is generally defensive,” complaining about the market participants.

According to them, the market of light and ultra light aviation can bring a turnover of 70 billion rubles a year. However, due to excessive rules and laws officially brings five times less – about 14 billion rubles. So, in agriculture, the turnover of aviation-chemical works is estimated to 10.5 billion rubles, in the field of entertainment activities and aviation tourism – in 1-1,5 billion rubles, market mapping, aerial photography, aviamatornaya forests, highways, pipelines – 500-900 million roubles, in the market of training pilots and aviation personnel – 0,5–1 billion. The main part of the market is in a gray area.

The authors are asking us to simplify and change the legislation so that a light aircraft could bring official income and develop.

What exactly prevents it?

Die aviation school

First, the aviation training centers must meet the requirements are too strict. This led to the fact that almost all private educational centres are deprived of certificates. “We in St. Petersburg is three training centers, but none has the certificate as aviation educational institutions because the license was revoked by Rosaviatsiya. The whole country remained one commercial training centre, certified by Federal air transport Agency. He is in Siberia,” – said the newspaper VIEW private pilot, student of the St. Petersburg educational center ITA Alexey Maslov.

According to him, the mass withdrawal of certificates from commercial training centres began after a series of accidents in civil aviation (not in Mala). There is still, of course, state training centers. “But I, an ordinary person 37 years to get into this is unreal. At this age and with such a touch, no airline on the job will not take,” – says Maslov. But for him and for many cadets this study not to work, this is a hobby and desire to travel by plane.

There are also problems with obtaining a certificate private pilot after studying at a non-certified center. “Because there are oral instructions not to issue such certificates. Although no written order,” – said the pilot and the cadet training centre. Many who have graduated from the training center, but who was denied a pilot license private aviation, is trying to sue the Federal air transport Agency.

Therefore, most pilots are going to study in Belarus or abroad. “We will receive a private pilot certificate in the Czech Republic. In Russia you will only have to undergo a medical examination and validation of that is to change the European certificate in Russian,” explains the source.

On top of that training in Europe is cheaper than in Russia. “There are medical costs 7 euros here – 10 thousand rubles. Training flight hour there is 7 thousand rubles, and in Russia – 12 thousand rubles,” – says Maslov.

The ban on flights

The authors are also requested to waive the requirement of compulsory notification and of the plan for flying in uncontrolled airspace (class G) by all airspace users.

According to the pilot, literally on March 2, the notifying order of use of air space of class G became permissive. Notifying order of use of air space – this is when the pilot has registered the air plan in special agencies, notifying them that he is going to fly, and flew about his business. The authorization procedure is when the pilot filed a plan and is waiting for permission to take off.

“In most cases, the controller prohibits the flight. The fewer people who will rise up to the sky, the less accidents”, – explains the logic of the aviation authorities Maslov.

Unsafe airfields

Another problem is the lack of certified aerodromes for small aircraft. For example, near St. Petersburg there is a wonderful Playground for the airfield Gorelovo. “There is a conflict on the paper and this airport is, but in fact it is frozen. The land is not subject to alienation, as the airfield is strategic, so nobody can buy it to recover the airfield,” explains the source.

“For anybody not a secret that people who want to climb into the sky, rising into the sky, regardless of, allow them to climb or not”

“But in aviation the rules stipulates that certified training centres must carry out training flights on the ground. And as we have these sites have the status of agricultural land and do not have the status of the airfield, then we have no right to fly on those airfields,” – says the St. Petersburg cadet training centre.

Special airfields for small aircraft need not only for training pilots. Small aircraft are too expensive to be based at major airports. “To go from St. Petersburg to Pskov, it is necessary to pay not only for fuel 4,3–6,5 thousand roubles for two–three hours of the flight (fuel consumption – 18 litres per hour at a price of 120 rubles per liter). Plus another for the service at the airport of Pskov – about 8 thousand rubles, that is, the right to land, take the bus to the terminal and fly back. I’m not talking about such large airports as Pulkovo” – says Maslov.

In Kaliningrad a few activists under the guidance of Alexander Filin has decided to build a new airport with the status of the landing site.

“In 2011 we became owners of the landing site, raised it from scratch. And six years we are trying to reach out to the authorities, so we had electricity to the site. We are told that my money will hold, but with the same success for my money, you can build a hospital and school. 1000 feet of cable to hold – is it really such a big problem for the region?” – said the owl. “We burn the fires, that though as-that to warm up and make tea in the winter it is impossible to work,” he adds.

We are talking about a sports club, which are predominantly former military pilots. The club became friends with a German flying clubs whose representatives this summer I want to fly 14 planes (about 30 pilots) with a friendly visit. However, they arrive at the international airport of Kaliningrad, and not on the landing pad Owl.

“We want to appeal to the Governor to assist to a German group from the airport could arrive to us on the ground,” he says. In European countries, problems with seats and no permission from the heads of the region do not have to ask.

Monopoly and bribery

The registration of aircrafts and their maintenance is another issue. “To register the plane in the Kaliningrad region is almost impossible, it is necessary to go to Moscow. The certificate of airworthiness (as the inspection on the car) to do here is also impossible, it is necessary to invite specialists from St. Petersburg (we are in the North-Western management of aircraft to the Federal air transport Agency). But the main problem is that the whole register is constructed so that the actual costs other than the payment of official state duties”, – says the head of the sports club “Waldau-Avia” Alexander owl. The fee is about 500-600 rubles, but the real (and not documented) the costs for obtaining the document certifying the airworthiness of aircraft 60-100 thousand rubles.

Maintain aircraft abroad is cheaper than in Russia. In St. Petersburg there’s only one company that can handle the model aircraft. But the cost of maintenance of the vessel in Russia immeasurably more than abroad. This is a consequence of the monopoly position of these companies in Russia. It is necessary to maintain the vessel in Austria or Germany,” – says Maslov.

Everything else in Russia for the aircraft you have to pay and transportation, and property tax. Although the road surface planes do not spoil, and airfields exclusively for small commercial aircraft, no one at public expense does not build.

“In Kaliningrad the rate of the transport tax is established is highest in RF – 173 rubles per horsepower. I have a plane with two small cylinders, and for him to pay 11 thousand roubles. This is nonsense. And if you take the an-2 plane, where there is a motor with 1000 HP, then he will have to pay a tax of 173 thousand rubles. What is development?” – said Alexander owl. According to him, the EU, the USA and Canada tax is included in the price of aviation fuel. The more you fly, the more you pay. And no you transport and property taxes.

The Russian authorities fix the growth of accidents in General aviation. First, such aircraft in private ownership becomes more. Second, they are run by “illiterate, unskilled, arrogant” owners. “They violate elementary norms of operation of ships, rules for the use of airspace and killing people,” – said in an interview to “Rossiyskaya Gazeta” Western-the Siberian transport public Prosecutor Sergey Feoktistov.

Concern about safety rightly so. However, the prohibitive rules of the game are unlikely to change the situation on the market. “For anybody not a secret that people who want to climb into the sky, rising into the sky, regardless of, allow them to climb or not,” says pilot Alexey Maslov. “But eradication training centres leads to a deterioration of pilot training,” he adds.

To prevent crashes is to introduce a prohibition: officially vodka consumption is declining, but that doesn’t mean people stop drinking, they just move on to moonshine. To deal with the accident flight of small and micro aviation is only one bans pointless. In this case, to improve damning statistics on the roads, it is necessary to close the driving schools and issue driving license small handful of favorites.
