The international monetary Fund at the last moment canceled a meeting on the issue of granting Ukraine a tranche of 1 billion dollars. The reason is the transport blockade of Donbass, introduced by Peter Poroshenko last Thursday. Experts see this as extremely unpleasant for Kiev, the signal from its “Western partners”.
On Sunday it became known that the international monetary Fund has postponed indefinitely the consideration of financial assistance to Ukraine.

The TASS source close to the negotiations, stressed that the decision to postpone the debate at the last moment, very unusual, if not unprecedented, because the meeting, in fact, everything was already prepared. And such a decision could be made only with the consent of the higher management of the Fund.
In turn, the source of “Interfax” reported that the main reason for this step was the decision of the Council of national security and defense Council (NSDC) of Ukraine on cessation of trade with individual regions of Donetsk and Lugansk regions. Another source said that the termination of transport communication with the Donbas would require a revision of macroeconomic indicators included in the program of financial assistance to Ukraine.
The postponement of the decision of the IMF and its relationship with the blockade of Donbass is already confirmed in Kiev. In a statement on the website of the Ukrainian Ministry said that the issue was deferred “in the short term”.
According to the results is scheduled for Monday meetings, it was expected that Kiev will provide the next credit tranche of $ 1 billion.
Sent in on Saturday, the notice of postponement stated that “the delay necessary for the evaluation of developments and policy measures affecting the financial sector and wider economic prospects.”
That the West was, to put it mildly, unhappy with the actions of Ukrainian radicals, who organized the transport blockade of Donbas, and the decision of the Council to move it to the state level, it was known and earlier.
For example, on the eve of his displeasure in a telephone conversation with Minister of foreign Affairs of Russia Sergey Lavrov expressed the Minister of foreign Affairs of France Jean-Marc Ayrault. According to the official website of the Russian foreign Ministry, “Ayrault confirmed that France is in favour of ending the blockade of Donbass”. And on Wednesday, the transport blockade condemned by the official representative of the German foreign Ministry Martin Schaefer, stressing that the actions of the Kiev authorities reinforce the tendency for secession of the region.
Earlier at the meeting of foreign Ministers “channel four”, held at the international security conference in Munich, Lavrov said: “We drew attention to the unacceptability of the blockade of Donbass, which is now organized by radicals, suppression of rail and road traffic, the threat is generally to cut any ties with this area of Ukraine… We are invited to condemn this approach and demand the immediate lifting of the blockade… Our partners in the channel format this proposal was supported, and that the statement was included in the final review of the German and French Ministers”.
However, the official Kyiv, unable to organize resistance to the radicals among the “veterans of the anti-terrorist operation”, decided to lead the process of blockade. This happened despite the fact that the consequences of this embargo will hit the pockets of the already impoverished Ukrainians. It is already known that the wholesale cost of electricity in Ukraine from April 1 will increase by 1% instead of the previously approved reduction of 5.8%. The head of the National Commission for state regulation of the sphere of energy and communal services Dmitry Vovk said the main reason for this is the blockade of Donbass and, as a consequence, the need of import of energy coal brands.
“Offended master to slave”
Scientist, the economist Alexander Dudchak believes that the IMF just found a convenient excuse in order not to pay Ukraine. “The IMF has no need to maintain afloat the Ukrainian economy. Besides, $ 1 billion in any way now will not significantly affect the economic situation in Ukraine”, – he said the newspaper VIEW.
According to the Dudchak, the importance of the fact of such a signal: the attitude to what is happening in Ukraine processes in the West has changed. “Before the economic levers used in order to force Ukraine to make any practical steps in the interests of the United States and the West. Now this is no longer necessary, everything is already done. Ukraine is standing on the rails, to go off which is very difficult, therefore, to provide a demonstrative financial support it makes no sense”, – he explained.
“No business man will not be doing business with a partner, regularly refused to meet their obligations. None of the external debt, including debt of Russia in Kiev are not going to give. In addition, in fact the Ukrainian economy is already in default. However, formally it does not want to admit it. It’s time to remember the European integration dreams of independence and all of the then promises. Another thing is that in the future some money to Ukraine to stand out, think they will, but in amounts designed not so much to maintain the country’s economy, how much to preserve of the ruling elite in Kiev”, – said Dudchak.
In turn, the Ukrainian economist Oleksandr Okhrimenko believes that from an economic point of view there is no reason not to give Ukraine a loan, as all contentious issues on the pension reform and the land market, the parties have agreed. But, based on unofficial data, trump was offended by Poroshenko for the fact that he has not agreed to the imposition of the blockade of Donbass with the U.S. Ambassador Mary Jovanovich. “In other words, Poroshenko has allowed himself liberties and has forgotten that he is a puppet of the US and have their actions be agreed with the curator of the US. As a result, now no tranche from the IMF,” – said Okhrimenko newspaper VIEW.
Another thing is that, in his opinion, the loan to Ukraine is not so necessary. “Ukraine this year has to repay old IMF loans in the amount of $ 1.3 billion and other loans totaling $ 2 billion, for a total need of about $ 3.5 billion, and the volume of international reserves of Ukraine is now about 15.4 billion dollars. That is money enough” – said the economist.
However, the actions of the IMF is, in any case, a blow to the image of the Ukrainian authorities. “They keep all the reform (higher tariffs, higher prices, higher taxes) attributed to the fact that it is a requirement of the IMF.
