On Monday, the Kremlin issued an official clarification about published in weekend presidential decree on the recognition in Russia of documents of the republics of Donbass. The reaction of Ukraine was predictably nervous, but in fact, Kiev has nothing to worry about. They just have to read carefully what he ordered Vladimir Putin.
As stated in the press Secretary head of state Dmitry Peskov, the presidential decree of Vladimir Putin on the recognition of passports of self-proclaimed Luhansk and Donetsk national republics was dictated by purely humanitarian considerations.
As reported on Saturday, the newspaper LOOK, the President issued a decree “On the recognition in Russia of the documents and registration plates of vehicles issued to citizens of Ukraine and stateless persons permanently residing on the territories of separate districts of Donetsk and Lugansk regions of Ukraine”.
In accordance with the title, the decree States that “in the Russian Federation are recognized as valid identity documents, documents on education and (or) qualification, birth certificate, the conclusion (cancellation) of marriage, name change, death certificate, certificate of registration of vehicles, registration plates of vehicles issued by the competent bodies (organizations), actually operating in the territories of these areas, the citizens of Ukraine and stateless persons permanently residing in these territories”.
Also in accordance with the decree, the holders of documents of LC and the DNI have the right to travel with him to Russia. The right to work in the decree does not say.
The reaction of Ukraine was traditionally a nervous – the President of this country Petro Poroshenko said that it was “another confirmation of the Russian occupation”, and the head of the Council of national security and defense, the actual initiator of the war in the Donbass Alexander Turchinov said: “This step of the Kremlin completely negates the Minsk process is equal to the statement regarding Russia out of it”.
The most hysterical and at the same time the Mercantile was the reaction of Vice-speaker of Parliament Irina Gerashchenko: “do Not be surprised if the next step will be the nationalization of Ukrainian property in the occupied territories. Attitude to the documents of the residents of Donbass is fundamentally different from how Moscow until 2008, belonged to the documents of residents of South Ossetia and Abkhazia, and still treats the documents of Transnistria. They are not recognized, and the inhabitants of these countries had to obtain a Russian or Georgian (in the case of Abkhazia and South Ossetia), Russian, Moldavian or Ukrainian (in the case of TMR) citizenship. Moscow does not question Ukraine’s territorial integrity and believes that LDNR live of Ukrainian citizens. But, according to the Minsk agreement, these areas have the right to self-government in Ukraine – which is why they have issued documents Russia already recognizes.
Therefore, the prosecution Turchinov in “the defiance of the Minsk process” is as far from the truth. The presidential decree on the recognition of documents LDNR is, on the one hand, effective support for residents of the Republic when traveling to Russia, and Russia, and with another – encourage Ukraine to fulfill the Minsk agreements.
As noted by the EU high representative for foreign Affairs and security policy Federica Mogherini during the meeting with the foreign Minister of Russia Sergey Lavrov in Munich, alternatives to the Minsk agreements. The EU knows it, Russia is also well aware.
But the fact that the head of the national security and defense Council of Ukraine Turchinov considers Donbass authorities as a “quasi-terrorist group”, suggests that it was Kiev to fulfill the Minsk Protocol is not intended. And, as the experience of settlement of civil conflicts in recent decades, the longer the Central government does not understand that the rebels need to negotiate, not to fight, the less chances of reintegration of these territories in the former metropolis.
