Russian NGOs involved in the provision of public utility services for the second month can claim a special status that allows them priority to receive subsidies from the state for a period of not less than two years. As it became known newspaper OPINION, now in the presidential administration jointly with relevant departments are discussing how to make this process easier and more affordable for socially significant domestic NGOs.
On Tuesday in the presidential administration, the office for public works projects held a meeting devoted to subsidies from the state budget to the Russian organizations – those that perform public utility services (SDAS). The meeting acted as representatives of relevant ministries and Vice-governors of several regions, as well as members of the Public chamber.

Discussed how to start the mechanism, at least in several regions, to have a successful experience, which could then be replicated, to convince all the other NGOs in that the mechanism can be used. The size of the subsidies themselves can vary from 100 thousand to several million. It all depends on the budget of a specific region: somewhere in the budget issued only 2-3 million to support NGOs, some 20 million, and some 50 million
To cut red tape for two months
Although the theme for the majority of participants were new (before in Russia, even the status of this not – by “services of public utility”), it’s been in quite a dynamic spirit. Discussing the first report in which the head of the Department for NPOs of the Ministry of justice Vladimir Titov outlined the current arrangements, the process by which NGOs can receive subsidies, the meeting offered drastically to simplify it.
The fact is that today applying for preferential status, NGOs must first send a request to Moscow, in one of the nine departments, which are closest in profile to the scope of its activities. These agencies – the Ministry of labour, Ministry of education, Rosobrnadzor, the Ministry of culture, Federal Ministry of health, Ministry of Sport, tourism and justice. After that the office returns the application to the region – your local branch or the local authorities, who must then send back to Moscow its conclusion. Either conclusion is a denial, or affirms that the NGOs do provide a valuable public service.
Further, the Ministry of justice makes NGOs in the register “performers of public utility services.” From this point, the NCO receives priority for financial support of the authorities for a period of not less than two years.
During the discussion of the report of Titov immediately raised the idea – that the paper did not go in a circle, from Moscow to province and back, it is necessary to allow local authorities themselves to give NGOs the necessary conclusion about having this public organization assistance to the society or not. In this scheme, NCBs will be able to send to Moscow a ready package of documents. As estimated by the participants, it will accelerate the procedure for up to two months.
The participants stressed how important it was that NGOs will get the money for two years, because it will give them work stability, will help the social worker in the long term to plan their activities, develop.

We will remind, according to the Ministry, out of a total of 227 thousand NGOs socially oriented, there are 140 thousand, that is over 62%. To establish the legal status of “non-profit organization by the public utility services” for NGOs, which have proven to be excellent partners of the state, was first proposed by President Vladimir Putin in his message to the Parliament in December 2015. On January 1 of this year in Russia came into force the law on the support of organizations that have received such status.
The organization is recognized as such in that case, if it is for more than one year, provides public utility services of adequate quality. These include including social service, rehabilitation and social adaptation of persons with disabilities, family placement of children left without parental care.
Two weeks ago, the government of Russia by its resolution “On the registry of non-profit organizations implementing socially useful services” has identified a list of socially useful services, and also lists the criteria that must be met by NGOs applying for funds from the Treasury.
Another goal is to increase competition
However, some participants – regional officials have admitted that all is not yet sure whether to trust the public men of a large sum from the Treasury. “We all understand that. He showed up, had one service received a subsidy, and then disappeared somewhere in Sochi. Tomorrow look for it. A state organization is stable,” – said at the meeting, one of the regional Vice-governors.
“The goal, then what? To improve the quality, – said the representative of the presidential administration. – And the quality can improve, if only to create competition.” State institutions are a kind of monopoly, anyone in addition to them, it was impossible to provide this service. According to the representative of AP, the innovation creates a mechanism that allows the regional authorities to henceforth speak with your fiscal institutions in new ways.
However, the development of competition can be beneficial, but only an indirect result of the new law. As emphasized at the meeting the staff of the presidential administration, the main goal is support of socially significant domestic NGOs. Until now they often had almost the enthusiasm to develop their projects, but now they come to the aid of the state. For beginning NGOs it is sufficient to refer to their local stakeholders – usually the Lieutenant Governor, who oversees the “third sector”, and then in a short time to get support from the budget.
