The authorities of Dagestan had to settle the conflict around the Patriotic Museum

In Dagestan solved the loud conflict between the inhabitants of Makhachkala and the authorities of the city, caused by the collision of all-Russian patriotism with regional. The occasion was the construction of the Museum “Russia – my story”, which is patronized by the Federal center. That did not suit the Makhachkala in the Museum, analogues of which should appear in 30 cities of Russia?

While the hallmark of the confrontation was an attempt by local officials to transfer the responsibility on Moscow, which further angered residents already volatile region.

After the Dagestan head Ramazan Abdulatipov, regular protests in the country – from mass rallies to hunger strikes were the norm of public life. Unexpectedly tough civil confrontation was in Makhachkala, and in these days, the reason for which was the desire of the authorities to build the city in the Lenin Komsomol Park historical Park “Russia – my story”.

In December 2015 interactive Museum “Russia – my story” opened in Moscow at ENEA. Blessing on its creation gave the Patriarch, and one of the first visitors of the exhibition was the President Vladimir Putin. It was he who proposed the creation of Museum’s branches in the regional capitals, and the work is coordinated by the office of the public projects of the presidential administration.

Now there are plans for the construction of at least 30 Museum complex “Russia – my story” in different cities. As a rule, they are created through private investment. Although, for example, in St. Petersburg Museum with an area of 15 thousand square meters to be built at the expense of the municipal budget (the cost of the works amounts to almost 1.4 billion rubles, the competition is announced in late December). Moreover, the new Museum should be not aby where, and in Moscow Victory Park (by the yard).

In Makhachkala, the Museum complex has also decided to build in one of the most visited places in the city, in the Lenin Komsomol Park. In June last year, the city administration held public hearings on the draft plan of the Park and construction of the Museum complex. They were held in the office of the chief architect of Makhachkala Magomedrasul Gitinov in a narrow circle of officials without the participation of citizens.

According to the project, the complex was placed in the easternmost part of the Park. It was planned that the two-storey Museum will have an area of 6.5 thousand square meters, and its construction cost was estimated at 140 million rubles, which were allocated from the city budget with the assistance of the Federal co-financing.

Three weeks later, after the public hearing, the city administration has allocated land in the Eastern part of the Lenin Komsomol Park with an area of 1.05 hectares with the designation of “cultural development (location of Museum)”.

The head of administration of Makhachkala Musa Musayev this site in November 2016 leased for 49 years non-profit Fund “Russia – my story. The city of Makhachkala”, which was established by the all-Russian society “Knowledge”, the Ministry of construction of Dagestan and the Moscow Fund some humanitarian projects. The Director of the Dagestan Fund was appointed Mahdi Ramazanov, who previously worked as Deputy head of personnel policy and state awards in the office of the former head of Dagestan Magomedsalam Magomedov.

On Wednesday Ramazanov met with journalists and community activists, to talk about the plans for the construction of the Museum. “This is a modern multimedia exhibition complex, which will use holograms, video wall, digital kiosks. Here in the 3D mode will be restored historical images, cities, battles. It will be very interesting to our youth, all students will come to the Museum to centralize the visit”, – he said. According to him, in the future Museum exhibition hall will highlight the exhibit of the history of Dagestan.

However, opponents of the project, which were many, the explanations are not satisfied.

Local pride

The Lenin Komsomol Park is one of the oldest cities in the North Caucasus. It was founded in 1887 in the center of Makhachkala (then it was called Petrovsk) brewer of German origin Peter Weiner. Today they called the Park an old-fashioned – Vagnerovsky garden.

To equip the Park, Weiner had to make considerable efforts: he planted wetlands of the canadian poplars and paved drainage ditches to lower the groundwater level, suitable close to the surface. In Soviet times the Park was created two memorial in memory of the fallen in the great Patriotic war and the Museum of Military glory. In 1998 was opened a monument to the outstanding wrestler Ali Aliyev.

Now in the Park want to build a new Museum – historical. Its location and triggered heated protests of Makhachkala. In late January, a website was created “Sohrannost.Of the Russian Federation”, which anyone can sign a collective appeal to the Russian President and Prosecutor of Dagestan Ramazan Shanavazov. The authors refer to a number of violations of the formation of land for construction of the Museum. It was leased to non-profit Fund “Russia – my story. Makhachkala” without bidding, while still not published the documentation on planning the territory. In addition, in accordance with the “Rules of land use and development of Makhachkala” the Park is located in the territorial zone R-2 (the”Green common areas”), no construction of any capital facilities.

Within two weeks city residents regularly arranged “walk” through the Park – saw to it that under the cover of night began to cut down trees. Initially it was assumed that the construction of the Museum had to cut down 35 trees, but at the press conference was called another figure – 60.

Not only to cut but to plant

At a special press conference the chief architect of the city Magomedrasul Gitinov said that initially the government offered several sites for the Museum (and not only in Makhachkala, but also in Kaspiysk), but each of them has some parameters does not satisfy the requirements.

For example, one of the options – in the Park-memorial complex “AK-gel” in Gear village, near the monument to the First teacher. But in the end it was decided on this ground to build the Orthodox Church of Alexander Nevsky, which will be a copy blown up by the Bolsheviks in the fifties. The current location of the Museum, the assurances Gitinov, aligned with Moscow and cannot be changed.

“We deal with this issue for almost a year, we have announced public hearings, consistently were published in Newspapers. Yes, there were disputes. But the importance of locating such a facility in the Park that it will be attractive to tourists. Both in Moscow and in other cities the Museum is housed in the centre, including in the Park area. City in double-triple the size will be planted there [at the construction site] trees, and they will be there very fast to grow,” explained Gitinov opting Vagnerovskih garden

Meanwhile, on the website of the online petitions Sapped the appeal to the President demanding to ban the construction was signed by more than 4.5 thousand people. In addition, two groups of residents of Makhachkala, who is a well-known lawyer and human rights activist Arsen Magomedov, has sent two statements of claim in the Soviet regional court of the city for similar reasons.

“Lawsuits filed in several waves because of foreseeing possible difficulties (no one will judge, take another, etc.), and also due to the fact that more and more people wants them to submit,” Magomedov explained the newspaper VIEW. According to him, the enormous publicity surrounding this story is linked to multiple reasons.

“First, the Park is really historic, important and expensive for many citizens. Second, in Makhachkala sorely lacking green areas: over the last 20 years, captured and built up almost all the vacant and public land in the city, including parts of the Park. The last straw was the people’s patience over this area of the Park where they wanted to build a Museum,” says Arsen Magomedov.

Personal care

Friday, February 3, the head of Dagestan Ramazan Abdulatipov and the mayor of Makhachkala, Musa Musayev had solemnly to lay in the Park capsule on the very spot where the city hall intends to build the Museum. Had prepared the ground: workers have cleared it of snow and lined. However, at the appointed time none of the officials in the Park and has not appeared.

The reasons for this soon became clear. The night before, February 7, Ramazan Abdulatipov has issued a statement in his instagram. The head of Dagestan says that eventually the Museum will be built on the land on the Avenue of Imam Shamil. “Moscow project developers approved this site as a most meet the building regulations of the historic Park. Namely, the location of the future facility is located in the city center, and nearby universities and schools… [Leninsky Komsomol] was only one of the seven preliminary options for the location of the new Museum,” writes Abdulatipov.

Thus, he directly refutes the statements and the chief architect of Makhachkala, and the Director established by the authorities of the Republic Fund “Russia – my story”, and other officials recently said Moscow needs to build the only Museum in the Park. These statements Abdulatipov in his speech called “disinformation”, noting that the Park he takes personal custody and protection from developers.
