Transport Minister told about the results of the system “Platon”

Thanks to the “Plato” in the Federal budget has received about 20 billion rubles, of these funds went to support the road funds, said the transport Minister Maxim Sokolov. He in detail told about the preliminary results of the system of charging trucks on the situation with the tariffs of Plato.

Due to the system “Platon” has already collected more than 20 billion rubles to the Federal budget; from there the money goes to the Federal road Fund, from where funds can be directed to support regional projects and roads, and even municipal. This was announced by Minister of transport Maxim Sokolov during the “hour with the Minister”, held on Wednesday in the Public chamber.

Remember, “Plato”, providing the charging of trucks weighing over 12 t for travel on Federal highways, with effect from 15 November 2015.

As reported in September last year, the Federal road Agency, from the beginning of 2016 with funds obtained through charging fees, for “Plato” was repaired more than 1 thousand kilometers of roads, 28 bridges and three overpasses in 40 regions of Russia. Due to future fees secured co-financing of construction and reconstruction of the bridge 31 in 19 regions.

According to Sokolov, the transport Ministry plans to allocate funds collected by the system “Plato”, for projects of public-private partnerships. But, as the Minister said, at the current rate of funds to support such projects is not enough.

When will rise a kilometer

Initially it was assumed that the rate 1.53 rubles per 1 km of track, installed at the time of system implementation, will be increased from March 1 of last year to 3.06 ruble, but later it was decided to defer the indexing.

In early November last year, the transport Ministry published a draft decree according to which from February 1, 2017 the rate will be increased to 2.61 of the ruble, and on June 1 of the current year – to 3.06 rubles.

At the same time, economic development did not support the draft resolution of the government proposed by the Ministry of transport. January 28, Deputy Prime Minister Arkady Dvorkovich said that the increase rate of the “Plato” is expected in the spring will be below the level that previously suggested the Ministry of transport.

Previously Maxim Sokolov said that the government instructed the transport Ministry to study the possibility of a single rate increase. He added that the transport Ministry will coordinate its decision with other agencies and submit to the government a final proposal for increase in tariff. First Deputy Minister of transport Evgenie Dietrich stated that the rate in the “Plato” will not be upgraded from 1 February, as foreseen in the relevant draft resolution.

According to Maxim Sokolov, from February 1, 2017, remains a preferential rate of 1.53 rubles per kilometer. And from April 15, the fee will be 3.06 rubles per kilometer.

Switching to other transportation arteries

The transport Minister stressed that he expects “that in the framework of this year we will return to the parameters of the rate that will provide not only the filling of road funds of constituent entities of the Russian Federation through support and through subsidies from the Federal road Fund”. Most importantly, Sokolov added that such a tariff “would create conditions for the balanced movement of traffic on roads in our country.”

The Minister explained that balancing involves the movement of main traffic flow, “particularly during the summer time,” Federal highways with “other our transport arteries” – “inland waterways, Railways”.

“Taking control”

“The problem is known and I am on your side”

Then Professor of constitutional and administrative law of the Higher school of Economics Ilya shablinsky drew the attention of the President that the tariff increase “Plato” will affect the activities of small businesses.

“Like the Ministry of transport is going to increase the rate by of payment on Federal highways, but that the rate of pay with the work, some of the truckers don’t pay it. That is, this rate is even hard to pull – said Professor shablinsky. – You said a couple of years ago in the message to the Federal Assembly, to raise taxes will not, in fact, is a tax on small business. While we are talking about is not to increase the tariff, that is. The decision is still pending, but you can depend on something,” said sablinski.

“The problem is known and I am completely on your side in the sense that we need to support small business. The government has their reasons were when they introduced this system,” – said in turn, Putin.

The President reminded that such systems operate in many countries around the world. “The problem should be solved in such a way as not to destroy the economy, even small businesses and feed their families. Solutions must be balanced, I will turn this to the attention of the government,” Putin said.

The price is not affected

As experts explain, it is assumed that a return to the previously established rate will be made later, but in one step. When making this decision, the responsible authorities will be guided by the views of carriers – so businessmen working in the field of long-distance transport, it will be easier to plan their budgets.

Speech, we will note, is not on dual tariff but only on the abolition of preferential rates. Such a move towards the carriers by the authorities was necessary to adapt the carriers to the new legal requirements. It would also reduce speculation on the part of producers, who argued that the introduction of the “Plato” will affect the price of goods transported.

However, as previously noted repeatedly, the transport component for most of the transported goods does not exceed 4-7%. At the same time payment within the system “Platon” even at the previously established rate of 3.06 ruble does not exceed one-tenth of the total transport costs of the carrier. If the goods are expensive, this component is even lower, no more than fractions of a cent or a few cents when converted to the price of goods. For example, during transportation of milk from Ufa to Moscow (a little less than 1200 miles) and with the price of a carton of milk in 70 roubles the share of expenses on payment of “Plato” is 14 cents.

To get out of the “gray zone”

According to experts, the government adopted a decision on tariffs for 2017 will reduce the burden on business, when compared with the possible consequences before the proposed two-step rate increase.

As explained in the Ministry of transport, the abolition of preferential tariffs, have repeatedly discussed with carriers and shippers, representatives of associations at various venues and, in particular, at the meetings of the working group for the monitoring system “Platon”. In particular, interested businessmen were informed that in the current year it is planned to cancel the preferential tariff. These meetings, in turn, spoke of the need to strengthen the monitoring of offenders – so that the carriers are equally comply with the law and not shirked from paying.

According to official data, registered in the state system “Plato” were more than 270 thousand of carriers in the General Park which is 800 thousand of heavy trucks. Thus, according to experts, 20% of the cargo remain in the “grey area” – it is obvious that those carriers who are not logged in “Plato”, thus violating Russian law.

According to the traffic police issued more than 12 thousand in fines and 15 thousand violators were identified and brought to justice Rostransnadzor.

To combat the “deviators” in the Rostransnadzor opened the Center for automated commit administrative offences (CAFAP). The center will get some authority from the traffic police in part of fixing of offences. It is expected that amendments to the legislation regulating the work of CAFAP will be adopted in the near future.

Under control

The government plans to develop a system of monitoring of compliance with “Plato”. In April of this year in several regions with the largest network of Federal roads will work 300 assurance framework, and by mid-July, their number will be increased to 481.
