Russia began to urgently equip the border area with Belarus. According to the order, which gave the head of the FSB of Russia Alexander Bortnikov, the border zone regime will set in Bryansk, Smolensk and Pskov regions. It will come into force on 7 February.
According to the document, you will set the place and time of the entry of people and vehicles in the border zone (i.e., checkpoints), as well as warning signs. Also, the order clarified that the document is aimed at “creating the necessary conditions for the protection” of the state border of Russia in this area.
Earlier in the Smolensk region of the border zone did not exist, in Bryansk it existed along the border with Ukraine, and in Pskov — along the border with Estonia and Latvia.
This decision was previously clear and obvious, after Lukashenko on 9 January signed a decree establishing a visa-free regime with several countries, – told “MK” the expert of the Higher school of economy Dmitry Bolkunets. – Since Russia and Belarus have no border at the moment, there is a risk for Russia is that the people who will enter through the airports for visa-free travel, can get on the Russian territory illegally. Of course Russia is trying to insure themselves against criminal elements.
The reason is that Minsk and Moscow have not agreed on questions about a single visa politce. Moscow has repeatedly offered to negotiate and come to a decision on the Union’s common visa, for example. But Minsk has adopted a different solution.
By the way, this is the second hard measure from our side: the first measure was in may of last year when Russia closed the entrance for foreigners coming from the territory of the Republic of Byelorussia. They have documents before formally no one checked. The same thing happened when Russia closed the border with Ukraine.
– And on the ordinary people of Russia and Belarus is that going?
All, I think. Because there is a document in the framework of the Union state of Russia and Belarus citizens cross the border without visas in internal passports. “The new frontier” for foreigners.
– Still, such a drastic decision…
Is an informed decision, I don’t see any sharpness. The parties do not agree on the actions of the Belarusian side, which she introduced for the countries of the European Union. But Russia was forced to take these steps. But it would be possible to find some consensus. The problem is that Minsk gives a very strange policy. We saw a demarche Lukashenko at the end of December, when don didn’t come to summit in Petersburg. However, he has not signed the customs code. Although the Kremlin has said he will sign it. The Belarusian side has claims to Moscow concerning energy prices. Minsk is not ready to pay gas debt accumulated. Minsk does not agree with Moscow’s policy on oil: Minsk demands in full supply, and Moscow to say that you need to decline. It lasts more than a year, this is reflected in the Belarusian budget.
The first trend in Poland last week was a weird war game that was conducted by one American Foundation together with the Polish Fund. And in it, they modeled the probability of a military coup in Minsk, with the result that the power comes to the General “with the Russian geopolitical orientation”. And then there they are lost, how should they react Poland and NATO to overthrow Lukashenko, and how they must help to save Lukashenka. This is a provocation. Pro-government experts of Belarus participated in this game. I don’t know why it is, apparently someone wants to play war games.
The second trend — the Pro-government experts in the Polish and other media throw fascia news that Russia will try to do the annexation. Invented wagons with the military that Russia will enter the territory of Belarus, and there they will leave. It is also a provocation.
The third trend — in the two months he was arrested three journalists who worked with a number of Russian media. The main reason is they wrote about the attempts of Belarus to turn towards the West and provocation towards Russia.
And what can we expect in the future?
– Wait for the decisions to be taken between Moscow and Washington. And wait for the meeting of Lukashenka and Putin. While I can see that they are in a difficult situation, and it is connected with the political and economic system that is built in Belarus. It is dependent on Russia, and any disconnection of gas provoke the nervous situation in Minsk. Hence — not a friendly act. You need to sit down at the negotiating table, our relationships require revision. The Federal government formally there, but in fact it is not.
