The President of Kazakhstan Nursultan Nazarbayev unexpectedly delivered a special address to the nation in which he announced constitutional reform in the allocation of powers between the branches of government. In particular, he stated the need to strengthen the role of the government and Parliament of the country.

Speaking about the changes, the head of state called for increasing the responsibility of the government to the deputies, and generally strengthen the control of the legislature over the Executive.
Nursultan Nazarbayev stressed that the main essence of the forthcoming reform is the transfer of part of presidential powers to Parliament and the government. Now they will deal with the regulation of socio-economic processes and the competence of the head of state will remain a strategic function, dealing with foreign policy issues, defence and national security. In conclusion, the President promised that the constitutional reforms will submit for public discussion and will hold a referendum.
The expert of the Center for the study of Central Asia, the Caucasus and the Volga region of the Institute of Oriental studies of the RAS , Stanislav PRITCHIN believes that the reform of public administration in Kazakhstan may solve the problem of the transit authority, which existed in the former Soviet republics of Central Asia. According to him, after the death of the President of Uzbekistan Islam Karimov, Kazakhstan is the only country where there is no experience in transferring power as Nursultan Nazarbayev has ruled the country since independence.
“Despite the financial reforms, the institution of the President of the country is likely to remain the key. And talk about the weakening of personal power of the head of state is too early. Because at the moment marked only the outline of this transformation. First, it is not clear, whether the amendment of the Constitution to the current President or will affect only the following. Secondly, it is not clear whether the conduct of parliamentary and presidential elections for a real reboot of system of public administration”, – said the interlocutor of “MK”.
