Alexander Lukashenko concluded with the European Union a new deal. Belarus will build camps for fleeing to the West Syrian, Chechen, Ukrainian migrants. And Brussels will pay the modest sum of € 7 million. Camp for 10 thousand people are expected to appear near Gomel and Mogilev. The Western press has been outraged, describing the deal as a “Pact with the Belarusian dictator”.
The European Union in the next three years will allocate 7 million euros for the construction in Belarus of several camps for the detention of illegal migrants. Under the title “Pact with the Belarusian dictator” on Friday, reported the German newspaper Tageszeitung, citing internal documents of the European Commission, appeared at its disposal.
The implementation of the project will be undertaken by the international organization for migration (UN). Each of the future camps are designed for 30-50 people. Conditions of stay must conform to “best European and international standards.” In particular, should be a separate residential sections for women and families and the opportunity to receive in-house psychological and medical assistance.
The camp will not only open but also closed type, in which “migrants are kept under lock as long as they will not be deported from Belarus or not leave it voluntarily.” The camp is designed for three groups of migrants: refugees from the Ukraine, from Syria and those Russians who are trying to enter the EU in search of work – for economic reasons. According to German Newspapers, first and foremost in this category may include Chechen refugees.

The interior Ministry of Belarus has confirmed the fact of such an agreement, adding that the 7 million euros “stand on the issues of counteraction to illegal migration and migration management”, in particular for the modernization of the centres for detention of foreigners detained for illegal stay, have informed RIA “news” the representative of the Ministry of interior. “It’s not for the reception of refugees from the European Union under the program of resettlement of refugees”, – he explained, adding that the program is scheduled for 2017-2020.

In addition to “Partnership for mobility” (the simplification of issuing work and student visas) we are talking about simplification of conditions of entry of the Belarusians in the Schengen area, and finally on the readmission agreement, which should be a return service for the first two: according to it, Belarus is obliged to take refugees who are trying to enter the EU via its territory.
As the newspaper OPINION, this week the President introduced a visa regime for citizens of 80 countries, including the United States and the European Union. In Minsk noted that such a step aimed at enhancing the travel of businessmen, tourists and individuals with passports, and will not apply to foreigners carrying out official travel.
Member of the Belarusian Parliament Anna konopacka (United civic party) said that now “Minsk hopes of rapprochement” with the EU. “But there are so many barriers. We have a lot of distortions in the law,” the MP said the newspaper VIEW.
“In the field of migration the EU is ready to consider unconventional suggestions. Probably one of these propositions was made by the Belarusian foreign Ministry”, – said Romanchuk. The problems with the suitable places to build camps for refugees in Belarus, the expert did not foresee. According to him, 10 thousand refugees can be placed just in empty houses in Gomel and Mogilev regions.
“In Belarus to contain refugees is much cheaper. Alexander Lukashenko receives an additional argument in negotiations with the EU, which demonstrates a new attitude to Minsk”, – Romanchuk told the newspaper VIEW. According to him, if the program for construction camps implemented, “it can be considered another victory of Alexander Lukashenko”.
“The migration flow towards the EU via Belarus increased.
