A third of Russians admitted that at least once in their life been victims of online and mobile fraud. In the country trying to put a legislative barrier to the growth of small cybercrime, earning huge sums for ordinary users. At the same time, respondents VIEW the experts acknowledge that while virtual crime is ahead of normal society.
According to a recent study of the all-Russia centre of studying of public opinion (VTSIOM), “to deal with the unlawful actions connected with cellular communication and Internet services”, had 31% of the population of Russia, that is one third of Russians. Moreover, the share of the elderly among them was only 21%, and 36% were in the younger, more sophisticated knowledge about high technology generation – 18 to 34 years.
“Stealing money from the email accounts of citizens should be equated with burglary, after which a similar offence will automatically fall into the category of serious”
Sociologists also found that most residents of Russia, the fear of theft of money from Bank cards and e-accounts and personal information – their concerns about such crimes was expressed by 65% of respondents. If to speak about the methods of cyber criminals, it turned out that 58% are afraid to face loss of money due to fraudulent information, 56% – with false information spread by attackers through SMS or email.
Only 36% of respondents stated that they feel protected from the risks of this kind.
“Maybe specified in the study the percentage of victims of such frauds below the real indicators – suggested in conversation with the newspaper LOOK expert in the field of law Alexei Mikhalchik. – The cyber fraudsters – good psychologists, and program for cheating money from cards, mobile phones paid SMS is designed for a small amount. Criminals get the benefit of scale. Well, as an ordinary person, if he lost 200 rubles, are unlikely to contact the police because this bureaucratic procedure takes time, nerves and nobody will give guarantees that the attackers will be caught”.
Thus, according to experts, law enforcement effectively respond to such threats to society, and to ensure that citizens are more willing said about the increasing cases of cyber fraud, you should facilitate the procedure of submission of such statements to the police: “you can Not judge how things work in the regions, but, as far as I know, in Moscow, when talking about the embezzlement of large sums with credit cards, the relevant police units quickly enough to establish the whereabouts of the criminals were prosecuted, the guilty punished. Another thing is that the progress has led society to ensure that the crimes you can perform from the comfort of home. No state will be able to teach ordinary public so that it is in their knowledge ahead of the hackers, on the contrary, the hackers will be one step ahead. Soon we will pay everywhere using the fingerprint, but the easier procedure transactions, the easier fraudsters”.
In turn, public figure, member of Committee on security state Duma of the sixth convocation Ilya Kostunov in conversation with the newspaper OPINION was expressed conviction that the hand cyberswindlers also plays imperfect in this regard, the Russian legislation: “I Believe that the real percentage of people who are victims of Internet scams is much higher than in the study by VTSIOM, I can even assume that the real figure is at least 50% of Russian citizens. Just not all notice the withdrawal of funds from mobile phones, petty theft with credit cards, and banks are not interested to give publicity to information about criminals caused multimillion-dollar damage as it hits their reputation. The problem is that today in the Russian legislation responsibility for the fraud scattered in different normative documents, the same crime could be interpreted as theft, and fraud. And for fraud in the computer field punishment is very soft. This system cannot be called a well-coordinated and effective. I’m sure stealing money from the email accounts of citizens should be equated with burglary, after which a similar offence will automatically fall into the category of serious”.
Kostunov said that even when he was a state Duma Deputy and member of the parliamentary security Committee, he and his colleagues tried at the legislative level to give the Central Bank powers to block sites that conduct phishing attacks on the wallets of citizens through fake sites of banks, online stores, fake portals on sales of tickets and rooms in hotels. Today, the Central Bank at the level of the international system of Internet governance was recognized as a “competent organization”, he queries a Scam website can be “razdeljevanje”, i.e. disabled. Also MP, he said, conducted an active correspondence on the issue of liability cyberhawks with the Russian government and the Supreme court. And also thanks to his efforts, the Ministry of internal Affairs jointly with the Central Bank had been developed the bill: “I hope that the deputies of the seventh convocation will support our initiative and criminals, stealing funds of citizens with the intellectual tools hacking will be isolated from society until full correction, that is, to real time.”
On the preparation of such a law the newspaper LOOK told the cyber security expert Oleg Demidov: “It was the initiative of the security Council of Russia about the creation of the overall vision of the project, laying the Foundation of national policy in this area. It was the many correct destinations, including instilling of skills of computer hygiene from school. I think that this law will sooner or later accept.”
The Demidov sure to reduce the vulnerability of society from kibermoshennichestvo can not comprehensive state regulation and promotion, including by means of a private business, the culture of Internet security awareness of users about the risks: “unfortunately, protection of mobile devices is not as well developed like personal computers, antivirus for they are late. Yes, and the users themselves have not yet formed the habit of antivirus for mobile health, while the personal computers they used to regularly scan. In addition, there are persistent myths, based on nothing, for example, that some platforms are more secure than others. This stereotype applies, for example, Apple’s iOS, but it is completely wrong, this platform vulnerable to malware as any other. In General I want to note that the situation in Russia is no different from the world, everywhere cybercrime is shifting towards infrastructure for ordinary users of mobile devices.”
