Lithuania scared of “hackers FSB” pulling the cord through its border

Special services Lithuania need to bury the project of construction of one of the largest in the EU data centers. According to security officials, if you stretch the cable to the Russian border, the centre can become a branch of the FSB. Guide building the data center of the company in interview to the newspaper VIEW recalled that when the desire to give the FSB any information through the Internet, however, Vilnius determined.

A government Commission of Lithuania urged to stop the project of the company Arcus Novus on the creation of close to Vilnius, the country’s largest data center AmberCore. As it became known on Monday, the decision was made out of fear of when the project with FSB of Russia, said the head of the Department of state security (DGB) Lithuania Darius Jauniskis. “According to the DGB developed Arcus Novus project AmberCore data center due to his connections with the FSB, Russia threatens the national security of Lithuania” – quoted Delfi Jauniskis. The publication notes that children’s hospital has warned the Lithuanian government that, in the case of the connection of the center of optic fiber cables with Russia AmberCore allegedly can be connected to the center of electronic intelligence of the FSB.

“We are not a telecommunications operator, and with anyone, including the FSB, to connect not going”

In last year’s report children’s hospital of Lithuania also stated that in the country there was a favorable situation for espionage – because of the wide possibilities of information technology infrastructure in Lithuania.

600 server cabinets

Recall that a data center near Vilnius should become the largest in Lithuania, it was reported that may be 600 server racks. Investment may be approximately $ 60 million. To create AmberCore DC signed a partnership agreement with the American company IBM. Representatives of the companies previously talked about the advantages of Lithuania for placement of data centers is the geographical proximity from many customers and politically safe environment. However, it seems with the “environment” they are somewhat wrong.

The project was started in 2012, exactly a year ago the company received permission to build, but it has not yet started. According to the Director Amber Core DC marketing Gintautas Magatia if financing is secured, construction will begin this year. “We held a contest contractor for the construction, but not appointed. We’ll do it as soon as you receive financing, – has told BNS Maratis. The construction we plan to start this year, it has to be completed within 12-15 months.” According to him, lending under the project it is planned to obtain in the financial institution in the UK.

According to the data of Centre of registers, 51% of the shares of the parent company Arcus Novus belongs is registered in Denmark, the company Satgate Holding, and 49% of the Kaliningrad businessman Valery Avetisyans, who has previously worked in the company “Gazinvest group” and “Gazprom komplektatsiya”. In the reception of Avetisyans are unable to provide the newspaper VIEW online comment.

Moskaliuk scared Lithuanian intelligence

Writes BNS, the Lithuanian intelligence service found that the companies also control other Russians: Kirill Lupandin, CEO of AmberCore DC, Vitaly Maleshevski, the head of the company SatGate group Arcus Novus, and Boris moskaluk.

Himself Kirill Lupandin said the newspaper VIEW: “the Shares of companies that are engaged in the creation of the center is truly owned by the citizens of Russia, but shareholders and executives are also citizens of Lithuania, we have a mixed possession.” According to him, the project is still in force, as appeal to the administrative court.

It turned out that the Committee appeared last year, and the company Arcus Novus and its “daughter” AmberCore DC have had to go to court in an attempt to challenge the conclusion. Vilnius regional administrative court in September refused to accept the complaint. However, the chief administrative court of Lithuania on 4 January brought him the complaint for further consideration. The company in its lawsuit, stressed that the decision of the Commission are offensive to business reputation and false endorsement.

Do not confirm in the company and plans to extend a fiber optic cable in Russia. The charges, according to Lupandina, it is difficult to comment. “If you look at the overall structure of the Internet, how it works, this network connects each and every individual. Any additional action in order to convey where information is not required,” he said.

The Lupandin added that the center will be working with commercial companies around the world as this is its purpose. The meaning of this business, he said, is not the Union – are engaged operators. “The center is just the place that hosts the servers. We are not a telecommunications operator, and with anyone, including the FSB, to connect not going. I think the court will understand this question”, – he hopes.

“If we as a customer will return some military organization of any country, its application will be considered on a common basis. This is a purely commercial business, we operate in full compliance with the laws of the host country, and nothing else,” he explained.

Everything else, according to Lupandina, a fantasy. “We are in the legal framework of Lithuania, and is no secret. But the global information environment affects everyone,” concluded the entrepreneur.

Most programmers “Russian-speaking”

The head advising the construction of the data center of the company Pact Consulting LLC Julius Wexler also explained the newspaper VIEW that the centre plans to collaborate with the military or storing data of a defensive nature. All data storage will depend on customers. “The company that purchases services from the center, in fact, just order capacity. This can be information from all countries and from all industry sectors”, – he said. According to him, the center will work with companies around the world, including from Russia, without any restrictions. “To limit cooperation with the center can only solvency,” – said Wexler.

The leader of the Socialist popular front of Lithuania, former Deputy mayor of Vilnius Algirdas Paleckis, in his turn, said the newspaper VIEW that in Lithuania created this atmosphere, when all everyone is looking for external enemies, primarily Russia. “Lithuania has now developed a kind of atmosphere that is difficult to distinguish whether one or the other news, an action, a policy or official real basis or is part of the propaganda. To distinguish fiction from reality is very difficult. Especially frequent such anti-Russian publications in the light of the bloated American scandal hacker attacks. But we somehow got used to it”, – said the Lithuanian politician.

The Russian IT specialist, managing partner of “Ashmanov and Partners” Igor Ashmanov said: as Americans, looking for all the Russian hackers, so, in this case, and the Lithuanians live exclusively in media reality.

“In the Baltic States it has become a tradition: politics and the military sometimes have to scare a possible Russian invasion, and, apparently, the Agency responsible for security – to deal with the FSB,” – said the expert. Ashmanov noted that according to the information that is available, newly built data center is a commercial center, which will keep the information private companies. “Even if the shares of the company involved in its creation, are owned by Russian citizens, it does not mean that it will be connected to the center of electronic intelligence of the FSB,” – he explained the newspaper VIEW.

Ashmanov agrees that Lithuania is really fast developing information technology. “The penetration of Internet infrastructure in Lithuania is well developed, the Lithuanians received international grants for the development of the Internet. I went to open one of the startups in Lithuania. The creators of local technological platforms want, on the one hand, to attract Russian programmers, on the other hand, Western investors, because Lithuania is in the EU”, – said Ashmanov.

However, according to Ashmanov, information security depends not on the level of transparency, and the level of protection. “The hacker, of course, easier to hack anything with a faster Internet, but it does not matter, even if the country had serious computer addiction state of data from the Internet. A similar situation now and in Russia”, – he explained. To protect from hackers, according to Ashmanov, can qualified personnel. “In Lithuania, incidentally, is enough. However, most programmers there are Russian or Russian-speaking,” added the expert.
