In Washington, DC said, why not have imposed personal sanctions against Putin


White house spokesman Josh earnest explained why the President of Russia Vladimir Putin was not on the sanctions list Washington. According to him, restrictive measures in respect of the heads of state are introduced in exceptional cases.
