Money instead of land: of this decision a large family for many years


The Moscow region Duma is going to take at the beginning of the 2017 amendments to the law on granting to large families cash payments instead of land.

Now many municipalities of the Moscow region are unable to meet their obligations to large families to provide them with land for cottages and housing construction due to the fact that they have no available land. Either it is junk land, located in such places that it can be reached only by all-terrain vehicle, — swamps, ravines, far away from any infrastructure. But the law provides not only for the allocation of a bare plot of land, but with communications. If not, local authorities should of their funds lead the way, pull the light, etc.

According to the President of the Association of large families of Moscow region Elena Fominykh, initiative monetary alternative to the long-awaited land plots for large families. However, she believes that the new law raises many questions. First, many children are now divided into several categories. The Moscow region Duma has summed up the results of the monitoring as, in practice, the law on land allocation for large families, and came to the following disappointing conclusion. Although the plots in the last 5 years have started to provide more active, their quality leaves much to be desired. So, in 2011 it was given a total of 276 sites in 2015 — already 4764, in 2016 today — 2 thousand, but before the end of the year will be 4800. Almost 58% of large families in the suburbs land is already secured, but only 26% of these sites connected to the mains, and 20% have roads, 5% are equipped with gas, about the water and sewer even to speak of such only 3%. “In St.-Petersburg, for example, do not give land and not buying them in other regions, and apply other measures of social support, — said Vladimir Shapkin, the Chairman of the Committee of the Moscow region Duma on property relations and land management. — There shall be issued a land certificate in the amount of 300 thousand rubles, which the family can use to improve their living conditions, it can be folded with the parent capital. In the Moscow region also need to work on that”.

According to the Deputy, work on amendments to the law will last about two months. Most likely, amendments to the bill will be introduced in the Moscow region Duma early next year.
