The West must recognize the new era

It’s not that tomorrow we move tanks to Kiev, or will start to bomb Afghanistan – it’s about how Putin feels himself and Russia after Crimea and Syria.

Therefore, the President talked about the war as a realist – “a military force, of course, remains, of course, a long time will be an instrument of international policy. Good or bad, but it is a fact of life”. The President condemns its use on any occasion, “sometimes just in order to remind the world who’s boss, not thinking about the legitimacy of the use of force and the consequences of the use of force without solving the problem, but only multiplying them.”

Repeatedly reminding about who is to blame for the explosion of problems, including Middle East – the “explosive mix was growing, and attempts, however, roughly from the outside to rebuild the region became the match that led to this explosion, the destruction of the state, the rise of terrorism and ultimately to increase the risk for the whole world” – Putin, however, did not threaten anyone and even condemned without much pressure. Because repeating said he was not interested – this time, he said that “it is necessary to negotiate. In the end pragmatism has to win”. And this has affected both Syria and the world order.

No, Putin does not stretch a hand of friendship to US, is not going to make concessions and not waiting for them from Washington or anyone – he clearly emphasized the pragmatic interest, i.e. the need to recognize the reality. Which is that competition is the word Putin chose “confrontation” – was and always will be, but most importantly, what Russia insists that it “was built under certain political, legal, moral norms and rules”.

If such rules, the rivalries, clash of interests may lead to acute crises and dramatic failures, Putin said, adding that we are again faced with attempts by any means to promote the model of unilateral dominance. Which led to the imbalance of the system of international law and global governance – and “therefore there is a danger that competition – political, economic, military – can become unmanageable”.

Putin against the chaos that can lead to disaster, including the military – and stubbornly offers together to develop new rules. What States does not want, does not mean that they have another way. And the example of the Syrian situation Putin just shows the lack of alternatives to joint action against the Caliphate.

And secondly, he said that Washington really thinks not what he says – in relation to the history of sending Medvedev to Obama:

“We have proposed that in the first stage a military delegation arrived in Moscow, and then I said that we are ready to send a delegation at the highest political level headed by the Prime Minister… but we were told that our offer was rejected. However, then the American colleagues made the clarification at the oral Ministerial level, which is not very correctly understood and that the road, however, is open and we can go on this way, you can and should think about combining efforts.”

In fact, Putin announced that Secretary of state Kerry explained that the refusal of the White house in talks on Syria and the Caliphate really means not refusal, and the pending agreement.

While it is clear that Washington is still fighting and has not yet formulated a new strategy on Syria – and one of the most popular is the idea of partition of the country. About it that does not say on the official level, but numerous publications the most serious experts and retirees indicate that the option to “take and divide” is considered more than seriously.

In its favor, there are different reasons – and one of the main course is the easiest: give the Russians what they already have, so they do not have everything. Not only that, it’s like a butchering of the killed bear skins (Caliphate, which in Iraq is a huge territory), and in principle is neither Syrian nor Russian interests. And Putin is very clearly gave to understand, that about any division of Syria cannot be and speeches:

“Partition of Syria is the worst option, is unacceptable. It will not lead to the cessation of conflict, but just the opposite – it will create conditions for its expansion and continuation. If you divide Syria into separate territories, then they will continually war with each other, and nothing good will come of it”.

Thus the President immediately supported him sitting at the right hand of Ali Larijani, speaker of Iranian Parliament: “I absolutely agree with the opinion of his Excellency Putin about the dismemberment of Syria… the Dismemberment of Syria, it will be the prize of ISIS”. And not only as a demonstration of our shared position on Syria and the Caliphate. Larijani, in addition, made separate it, it occasionally has been included in the discussion: exposed support for ISIS from the USA, talked about the artificiality of attempts to pit Shiites and Sunnis. Usually on the “Valdai club”, created at the time the Russian Westerners for discussions with ordinary Westerners, on stage with Putin, sat the representatives of Europe and the United States – and the questions asked by the Western experts and journalists.

And although in recent years began to invite more experts from non-Western countries, for discussion with Putin was chosen European VIP guests – usually former heads of European governments. Now the former Prime Minister of France de Villepin was sitting in the hall and on the podium answering questions Putin and Larijani (besides them was also a former us Ambassador to USSR Matlock and former Czech President Klaus). This is a very important signal – including the Islamic world.

And the most serious question asked Putin a representative of the Chinese Agency “Xinhua” – he asked about how much, according to the President, will be in the future world leaders. The Chinese were offered a choice of four options: three (the US, Russia and China), four (USA, EU, Russia and China), two (US and China) or the West (US and Europe) against the East (Russia and China). Putin did not choose any of the options, but its response outlined the Russian view of the world. It is very important that it was rossietsentrichnym – while Putin outlined our priorities.

In the first place, he naturally set the historical Russia, the Eurasian Union and CSTO. The second – “the development of relations with our neighbours, it is primarily with our closest neighbors and partners, such as China, a great country like India.” On the third – another neighbor of Europe, “and, of course, we cannot imagine our development without the development of relations with Europe.” Separately, Putin said the Islamic world – in relations with Europe, which we could play the role of a bridge, given our 20 million Muslim population. And then said, “of course, we look forward to developing relations with the United States, if our partners want it.”

This is a natural Russian perspective on a polycentric world in which we want to have normal relations with all people: with those who are contiguous, and those who play an important role in a multipolar world (e.g., India). In this world there is no hegemon, there is a balance of power and a strong Russia. Unique position which is determined by including the fact that it is not a world dictator, and not even the teacher, and the force that deliberately helps to keep the world from falling in the boiler leveling all civilization of globalization that chaos destroying all war of all against all. As Putin said, answering the question about the conflict of values between Russia and the West:

“If you look at the reasoning of our thinkers, philosophers, representatives of the classical Russian literature… They see the reasons for the differences in the difference of ideologies, and they are partially right… At the core of our worldview are the notions of good and evil, higher power, divine. And at the heart of Western thought – interest, pragmatic”.

Adding that and the basis for the current Western policy “is messianism and exceptionalism”, and therefore it is difficult for us to engage in dialogue, because “this is a departure from our traditional values, which are based on the equality of all people before the Creator”, Putin concluded that “even in such a system, we will seek common ground”. And this is the essence of the present moment. Russia suddenly began to act as tough and pragmatic, as the West, but she not only wants to be a part of the West, but does not seek to take his place as the world hegemon.

No, we just offer the West to be realistic and admit finally that a new era in which there are few, but there are equal. In the end, it is now primarily in the interests of the West. After all, Russia has already proved that in such a world, it is ready to fight.
