Repeatedly reminding about who is to blame for the explosion of problems, including Middle East – the “explosive mix was growing, and attempts, however, roughly from the outside to rebuild the region became the match that led to this explosion, the destruction of the state, the rise of terrorism and ultimately to increase the risk for the whole world” – Putin, however, did not threaten anyone and even condemned without much pressure. Because repeating said he was not interested – this time, he said that “it is necessary to negotiate. In the end pragmatism has to win”. And this has affected both Syria and the world order.
No, Putin does not stretch a hand of friendship to US, is not going to make concessions and not waiting for them from Washington or anyone – he clearly emphasized the pragmatic interest, i.e. the need to recognize the reality. Which is that competition is the word Putin chose “confrontation” – was and always will be, but most importantly, what Russia insists that it “was built under certain political, legal, moral norms and rules”.
If such rules, the rivalries, clash of interests may lead to acute crises and dramatic failures, Putin said, adding that we are again faced with attempts by any means to promote the model of unilateral dominance. Which led to the imbalance of the system of international law and global governance – and “therefore there is a danger that competition – political, economic, military – can become unmanageable”.
Putin against the chaos that can lead to disaster, including the military – and stubbornly offers together to develop new rules. What States does not want, does not mean that they have another way. While it is clear that Washington is still fighting and has not yet formulated a new strategy on Syria – and one of the most popular is the idea of partition of the country. About it that does not say on the official level, but numerous publications the most serious experts and retirees indicate that the option to “take and divide” is considered more than seriously.
In its favor, there are different reasons – and one of the main course is the easiest: give the Russians what they already have, so they do not have everything. Not only that, it’s like a butchering of the killed bear skins (Caliphate, which in Iraq is a huge territory), and in principle is neither Syrian nor Russian interests. And Putin is very clearly gave to understand, that about any division of Syria cannot be and speeches:
“Partition of Syria is the worst option, is unacceptable. It will not lead to the cessation of conflict, but just the opposite – it will create conditions for its expansion and continuation. If you divide Syria into separate territories, then they will continually war with each other, and nothing good will come of it”.

And not only as a demonstration of our shared position on Syria and the Caliphate. The Chinese were offered a choice of four options: three (the US, Russia and China), four (USA, EU, Russia and China), two (US and China) or the West (US and Europe) against the East (Russia and China). Putin did not choose any of the options, but its response outlined the Russian view of the world. It is very important that it was rossietsentrichnym – while Putin outlined our priorities.

And then said, “of course, we look forward to developing relations with the United States, if our partners want it.”
This is a natural Russian perspective on a polycentric world in which we want to have normal relations with all people: with those who are contiguous, and those who play an important role in a multipolar world (e.g., India). In this world there is no hegemon, there is a balance of power and a strong Russia. Unique position which is determined by including the fact that it is not a world dictator, and not even the teacher, and the force that deliberately helps to keep the world from falling in the boiler leveling all civilization of globalization that chaos destroying all war of all against all. As Putin said, answering the question about the conflict of values between Russia and the West:

And at the heart of Western thought – interest, pragmatic”.
Adding that and the basis for the current Western policy “is messianism and exceptionalism”, and therefore it is difficult for us to engage in dialogue, because “this is a departure from our traditional values, which are based on the equality of all people before the Creator”, Putin concluded that “even in such a system, we will seek common ground”. And this is the essence of the present moment. Russia suddenly began to act as tough and pragmatic, as the West, but she not only wants to be a part of the West, but does not seek to take his place as the world hegemon.
No, we just offer the West to be realistic and admit finally that a new era in which there are few, but there are equal. In the end, it is now primarily in the interests of the West. After all, Russia has already proved that in such a world, it is ready to fight.
