The state Duma Committee on international Affairs recommended the deputies to adopt the bill on the suspension agreement with the US on the disposal of plutonium. Earlier, Moscow put the Washington ultimatum, listing the conditions, after which it will begin to execute the contract.
It is expected that the President of the Russian Federation Vladimir Putin, the bill and the suspension of the agreement with the United States will be considered by the lower house on 19 October, reports RIA Novosti.
The document was adopted in 2000 and meant that the parties in 2018 will start to convert excess material into forms unusable for nuclear weapons. Plutonium was planned to be “burned” in nuclear reactors.
In subsequent years, Russia has created the infrastructure needed for the execution of the agreement, while USA did not. Washington decided to go a different way, namely to dilute the plutonium with other materials and placed in a radioactive waste repository.
In Russia believe that this method will allow the Americans in case you need to quickly retrieve, process and create material suitable for building nuclear arsenals.
It is worth noting that Moscow demanded not only to return to the circuit full of plutonium disposition, but also exposed a number of other conditions.
First, Russian authorities demand that the United States has reduced its military infrastructure and the number of troops in the countries included in NATO after 2000, to the level at the time of signing the agreement.
Secondly, the Kremlin has demanded refusal of the US “hostile policy” towards Russia. We are talking about the abolition of the act of Sergei Magnitsky, the anti-Russian provisions for the support of Ukraine and sanctions imposed against Russian companies and individuals.
