UNESCO, headed by the citizen of Bulgaria, Irina Bokova, has led to a major international scandals involving China, Japan, Israel and Palestine. In the end, the organization, which aims to identify and protect cultural sites, added fuel to the fire complex inter-state conflicts, putting their cultural program in jeopardy.
“Shift change” in the UN Secretariat unexpectedly coincided with a serious crisis in one of the structures of the United Nations – UNESCO in charge of education, science and culture. Normal operation of the organization threatened two international scandal.

First, Japan announced the suspension of funding of this structure is due to the fact that the archive documents on the Nanjing massacre was included in the UNESCO memory of the world (of course, at the initiative of China). Unlike Germany, Japan, and Turkey, are extremely reluctant to admit the mistakes of the past. Even despite the fact that Emperor Akihito in 1995 expressed their personal condolences to the relatives of the victims, many Japanese politicians either believe that the Nanjing massacre did not exist, or blaming China in a significant exaggeration of the scale of the tragedy.
The contribution of Japan is about 38 million dollars, or 11% of the budget of UNESCO. Therefore, if the matter is not resolved, a program of the organization will be threatened.
Just a couple of days after the Nanjing scandal came another. Program Committee of the Executive Board of UNESCO adopted a resolution in which the Temple mount in Jerusalem is called exclusively Muslim Shrine. In this case, could not keep to himself Israel. Prime Minister Benjamin Netanyahu called the adoption of the resolution as “theater of the absurd” and compared the denial of the relationship of Israel with the Temple mount where the wailing Wall, with the denial of the relationship between China and the great wall of China or Egypt and the pyramids.

One of the latest news tells that on 11 October the General Director of the organization Irina Bokova was awarded the three winners of the Prize UNESCO-Japan and thanked the government for funding of the award. In 2011, when the decision was made on the entry into UNESCO, the Palestinian authority, Israel also protested, and the United States, Canada, Australia and Poland announced the suspension of funding. In 2012, UNESCO joined with a budget deficit of $ 150 million, but this has not led to suspension of the critical programmes of the organization.
Apparently, now in Paris (where is located the headquarters of UNESCO) hope that either the claims of Israel and Japan will remain just words, or drop down due to their boycott of the funds will make other countries – such as China and supporting Palestine state the Arab world (by the way, the Chairman of the Executive Board of UNESCO – Egypt’s Mohamed Sameh AMR, that explains something).
But the problem is not only and not so much money. The UN was created for the moderation of international processes. This is not always managed well, but the structure of the organization, methods of decision-making, rotation of leadership and membership in the Security Council helped to ensure that even those who disagree with any decision of the country did not feel offended.
The new Secretary-General, antónio Guterres, has said that his main task considers the convergence of interests of the major players in world politics: “I’m happy to do everything possible to maintain and increase the trust between member States as a whole. Of course, the US and Russia are absolutely Central countries in the world today. I was very pleased to note that talks on Syria begin again. I will always encourage these two countries, as well as other, unite. I am absolutely convinced that if these two countries get close, they will have a great opportunity to mobilize others and to convince them that differences can be overcome”.
Another thing is that, in addition to the Russian-American dispute on the future of Syria and discussions on the admissibility of intervention in the Affairs of sovereign States in General, in the world there are many other bilateral contradictions. It is not only Japan and China or Israel and Palestine. It is also Britain with Argentina, Greece, Turkey, India, Pakistan and many others. The task of UNESCO as an integral part of the United Nations to iron out the differences, rather than their aggravation.
Of course, the vast majority of the world consider the Nanjing massacre as a war crime, but to convey this message to Japan should be somewhat more careful methods, but not unambiguous and uncontested decision to include documents about the tragedy in the UNESCO world heritage site, the benefit of their historical value is undeniable, but the cultural question.
The issue with the Temple mount is even more difficult. Almost the entire Islamic world is convinced that after the ascension of Mohammed to heaven is their and only their sanctuary. Of Israel with its history of the First and Second temple another view, and compromise is not found yet. But why in the UNESCO document by far to stand on the position on the one hand, if any language of the world leave room for maneuver? In extreme cases the adoption of controversial and not to say that the necessary decisions can be deferred until a more favorable period of time.
UN and UNESCO were created after the bloodiest war in human history. And constructed to ensure that such conflicts do not recur. Wars begin when a compromise between parties is impossible, and the status quo for one of them unacceptable.
If an international organization instead of seek for consensus solutions will start to strain relations between the conflicting parties, the inevitable question arises – who and why need such organization? Especially strange and looks like a dangerous principle is on the part of UNESCO – an organization designed to preserve cultural heritage, to develop science and education, and to strengthen world peace by ensuring justice.
