In the text we are talking about the fact that Syria will not make Russia any claims in connection with the activities of its military, as well as refuse from the possible excitation of any claims against employee base. Earlier, the head of the international Committee of the Federation Council, Kosachev said that the agreement with Syria is not directed against third countries, and is purely defensive in nature.

The document spelled out that the personnel of the base, as well as family members of its employees, will receive diplomatic immunity and will not be examined on the Syrian border.

The same rules apply to any cargo and equipment entering the base.

In addition, base personnel will not extend the powers of the Syrian administration, nor will it exempt from local taxes.

Recall that the Russian military operation in Syria at the request of the government of Bashar al-Assad began on 30 September 2015.
