Saakashvili preparing for a criminal case in Ukraine

Against the Governor of the Odessa region Mikhail Saakashvili criminal investigation. This time in Ukraine. He is accused of deliberate price reduction for sale of Odessa portside plant (OPZ), one of the largest enterprises of the chemical industry in the CIS. Earlier only Georgia had accused him of abuse of office and embezzlement of budget funds, for which he faced up to 35 years in prison.

The Prosecutor General’s office of Ukraine began pre-judicial check on the application of the deputies of the popular front and Bloc of Petro Poroshenko, Alexander Drozdik and Dmitry Golubov, who argue that their actions, Saakashvili has harmed the state in the amount of 6.5 billion hryvnias. By results of check are going to initiate a criminal case under article “abuse of power and official position”.

HMO was supposed to auction at the end of July approximately $ 500 million. But then no investor is interested in the enterprise, and privatization decided to postpone until December, at the same time reducing the price to $ 150 million. It is assumed. Investors, which were formerly a turn, ran away because of the scandal, bloated Saakashvili. The head of the Odessa region was accused of corruption contenders for the plant.

The first serious problems at the plant began in 2009, with the result that he stopped his work until 2013. As he wrote to the Ukrainian media, the closure of the IPF was due to the fact that the oligarch Igor Kolomoisky blocked oil delivery to the enterprise through the pipeline, thus getting rid of a competitor for his Kremenchug refinery.

In 2013 to rise during the presidency of Viktor Yanukovych “mudaliar” Sergei Kurchenko bought the Odessa port one of the largest oil companies in Russia, but the transaction amount is still kept in secret. The plant was reopened, but as they say evil tongues, nothing more is produced. By sea, there gave a crude oil that the HMO allegedly processed and sold more expensive, and actually work was just a transfusion of “black gold” from one barrel to another.

After the overthrow of Yanukovych, the plant was again closed and reopened only in October 2014, when it was transferred under the control of the formal government, but actually owned by Kolomoisky “Ukrtransnefteprodukt.” Immediately after this, the oligarchs began to take out from the warehouses of the company all the stored oil… in the Spring of 2015 as a result of conflict with President Poroshenko the oligarch lost a considerable part of their capital, including control of the HMO, who moved to Sergei Pashinsky, member of Parliament, close to the then Prime Minister of the country Arseniy Yatsenyuk.

This figure continued Kolomoisky export IPF oil, but now the Prosecutor General’s office came to the conclusion that it is sold at dumping prices – 20% below market value.

Disassembly around the company affect it is purely negative. From mid-August to early October, the plant was closed again, and his accounts were arrested as indebtedness of AES for an assigned natural gas reached 4.9 billion dollars. The scandal over gas supplies has noted Saakashvili, who in 2015, accused the leadership of the plant in corrupt practices in the procurement of natural gas. In response, the team members Yatsenyuk said that the Governor of the Odessa region and their statements disrupts the process of privatization. This was the background for the famous scandal erupted with the pouring water, when the interior Minister Arsen Avakov at the government meeting started in Saakashvili a full glass. I must say, Yatsenyuk and his supporters have long suspected the head of the Odessa region that he wants to transfer the plant to some foreign companies. And acts at their behest in the case of bankruptcy.

“Pre-trial check is needed to Saakashvili did not prevent the privatization of AES. It is very painful for Ukraine, the process associated with numerous corruption schemes, and if the Governor of Odessa region by tradition will start to wash dirty linen in public, to strengthen its reputation as a fighter against theft, little nobody seems. And sell it will still have, as the need to plug budget holes,” – said “MK” Vadim KARASEV, the head of the Ukrainian Institute of global strategies.

However, according to the head of the Kiev center of political researches and conflictology Mikhail PODGORBUNSKOGO, the decline in prices is the official Kiev and not the head of the Odessa region. “The Governor is always possible to influence economic processes on its territory, but there is no evidence that Saakashvili has its own interest in the privatization of AES. Besides, price of the enterprise determines the state property Fund, so all the talk about the fact that someone could reduce the cost of the plant, look dubious. HMO’s can be more expensive than $ 150 million only if the Ukrainian pipes to the Russian gas, therefore, need to be happy with what you have” – shared with “MK” scientist.
