Earlier, the experts of the working group onf “the Quality of daily life” criticized the idea of the Ministry of construction on the introduction of a system of direct transactions between consumers and utility service providers to bypass the superintendent. Social activists said that the burden of costs on production of receipts, which according to current rules print management company, will ultimately fall on the shoulders of consumers. In result new model will lead to higher bills for utility services on average by 10%. According to opponents of the innovations, in the first place the problem will affect regions that have not yet established a single settlement centers. However, the Ministry of construction believe that the negative predictions have nothing in common with reality are not.
“Any increase will not happen, – said the Men, – In fact, theoretically, can occur even decrease”.
According to the Minister, such a scenario would be possible by excluding from calculation the chain of intermediaries in the form of the management company. Officials complain that the superintendent, who are now responsible for making payments, have the ability to first Deposit money the tenants on their account, and then forward them to the energy sector and utilities. The new settlement centers (in Moscow and the Moscow region, these functions will perform the maintenance service) will only be able to make a transaction. That is money that the landlord will pay the receipt for the gas, electricity and water, will not be able to settle the accounts settlement center for a second and is instantly in the Bank of the utility provider.
