Another diplomatic failure over an emergency meeting of the UN security Council on the situation in Syria. The event participants discussed the projects of two resolutions designed to relieve tension in the Arab country. Curiously, the failure of the vote was actually declared before the examination of documents. “Dear colleagues, today we are participating in one of the strangest scenes in the history of the UN Security Council. We will vote on the two draft Council resolutions, and we all understand that none of them will be accepted”, — said opening the meeting of the Council, the permanent representative of Russia to the UN Vitaly Churkin.
The first draft resolution was proposed by the French side. The document is intended, in particular, the establishment of no-fly zone over the city of Aleppo, where fierce fighting. For the project voted 11 countries, China and Angola abstained, while Venezuela and Russia (which used its veto 14 times in 24 years) voted against it.
The second document was the draft resolution put forward by Moscow. It is based — voiced a few days earlier the proposal of the special envoy of the UN Secretary General to Syria Staffan de Mistura on granting the militants groups “Dzhebhat Fatah al-sham” (formerly “Front EN-Nusra”, banned in Russia) the right to leave Aleppo. Support the document received even less than the reporting to it project — only Russia, China, Venezuela and Egypt voted “Yes”.
“Speaking about the reasons of the failure of adopting resolutions on Syria at the meeting of the UN security Council, it is necessary to note several points. The French document clearly biased, political. It was about establishing a no-fly zone over Aleppo, which actually led to the ban on the Syrian air force and Russian aerospace forces to strike at militants of the “jabhat al Fatah al-sham”, — stressed in an interview with “MK” senior researcher at the Centre for Arab and Islamic studies, Institute of Oriental studies Boris Dolgov. — Naturally, neither Moscow nor Damascus such measures could not go, because to continue the fight with the group is necessary. I recently was in Syria, and our colleagues there, and here, in Moscow, reported about 20 thousand civilians died at the hands of militants “Dzhebhat Fatah al-sham” in Aleppo. But it is silent.
As for the draft Russian resolution, here too, everything is clear. Those external forces that are operating in Syria, the United States, their allies among the Gulf countries, Turkey has a definite goal: to maintain the armed militants fighting the regime of Assad. Idea de Mistura, which was based on Moscow’s proposed document, — acceptable solution. But such a solution does not suit the above-mentioned countries, especially as referred to in the draft was just about the fact that the rebels, leaving the city, lay down their arms (originally de Mistura proposed to the militants to leave the city “with dignity and with weapons.” — “MK”).
One of the main issues now, after the “double” failure of diplomatic efforts in the UN security Council, is possible in principle to a compromise between the external forces involved in the Syrian conflict? “In my opinion, speech can go only about separate aspects: the establishment of a truce in a specific area, the delivery of humanitarian aid… — said in this regard, Boris Dolgov. But, essentially, the compromise is hardly achievable: very different goals, the two groups of States. For Russia’s goal in Syria — the stabilization of the situation in the country and the region as a whole, the preservation of Syrian state integrity. I want to emphasize that it does not support Assad personally. The US and its allies, unfortunately, the goal is to remove any price Assad an ally of Iran, as an enemy of Israel… There is another task that should be obvious, is to squeeze Russia out of the region. Therefore, a compromise in the broad sense is possible only when you change the position of one of the parties. But while we do not observe.”
