The new UN Secretary General, socialist, Catholic, ex-Commissioner for refugees

Forecasts of observers that ban Ki-moon on the post of the Secretary General of the United Nations with the new year, will be replaced by a woman, or a native of Eastern Europe, did not materialize. The organization will be headed by a man from Western Europe, the 67-year-old Portuguese antónio Guterres. His candidacy only reached the final – and we add formal voting.

The approval process of the new UN Secretary-General consists of two stages: first, the security Council makes a recommendation to the nominations, and then it must approve comprising all 193 members of the General Assembly.

António Guterres is well known to the public – and as a former Prime Minister of Portugal and as head of the UN office for Affairs of refugees. During the last vote, he was ahead of his remaining rivals, having received 13 votes for and 2 undecided. While the Serb Vuk jeremić and Slovak Miroslav lajčák received 7 votes for and 6 against.

An engineer by training and a devout Catholic, Guterres began to enter politics in 1974, and 1995-2002, being the leader of the Socialist party, headed by the Portuguese government. He was Chairman of the Socialist international. Within ten years, antónio Guterres was the UN high Commissioner for refugees. During this time the number of officials headed by the Agency decreased, but increased efficiency. An advantage to the other advantages policy applies knowledge of languages – in addition to native Portuguese, he speaks English, Spanish and French.

Candidates for the post of UN Secretary-General submitted statements outlining their vision of the world’s problems. Guterres to the challenges brought growing inequality, terrorism, organized crime, climate change. According to the Portuguese, the UN needs to change and reform to be able to respond to these challenges.

– António Guterres on your last post, are faced with the greatest influx of questions related to the problem of refugees since the Second World war – says “MK” lawyer, human rights activist Bakhrom ISMAILOV, at least based on this, you can appreciate his work as the UN high Commissioner for refugees. For the period of his activity were such major conflicts as the war in Iraq, Syria, Libya, Central Africa, accompanied by a huge influx of refugees, as evidenced by the official data of the same UN. And his appointment by the Secretary General of United Nations speaks about the importance of the problems of the IDPs and refugees around the world. The number of conflicts in the world is unlikely to shrink, will not shrink and the number of refugees. So the choice of shapes Guterres is justified, because the UN is first and foremost a humanitarian organization. Yes, it is the Security Council, the General Assembly has, but mostly from her humanitarian goals. I hope that in his new position, he will make every effort to settle the conflicts leading to displacement, and to improve the situation of refugees first of all on a legal level…

From the file “MK”: the First UN Secretary-General, or rather the acting, from October 1945 to February 1946 was a British diplomat Gladwyn, Jebb. Subsequently, the Secretary General was the Norwegian Trygve Halvdan Lee, the Swede Dag Hammarskjold (died in a plane crash over Africa in 1961), Burmese U Thant, Austrian Kurt Waldheim, the Peruvian Javier Perez de Cuellar, the Egyptian, Boutros Boutros-Ghali, Kofi Annan from Ghana. Since 2007 Secretary General is South Korean ban Ki-moon.
