Russia has proposed to tax unregistered property


Unregistered real estate in Russia can impose a tax, writes in Thursday newspaper “Kommersant”. The initiative was put forward by the Ministry of Finance in the project “Main directions of tax policy for the 2017-2019 years.” In Rosreestr noted that the State real estate cadastre no of holders 38% of the buildings.

The Finance Ministry proposes to levy property tax on owners of land, put the building on the cadastral accounting, but not issued the property right. A source said that paying tax can only the owner, but the owners of land and real estate it might be different. In addition, the courts have recognized the unfinished buildings of the property, but from the point of view of taxation of the unregistered houses are movable property as the building materials.

According to the economy Ministry, 4.4 million are allocated to individuals for individual housing construction sites there are no registered buildings.
