Experts said the consequences of the visa regime with Ukraine

On Thursday the Verkhovna Rada voted for the introduction of a visa regime with Russia, Ukraine’s withdrawal from the CIS and the rupture of the Treaty of friendship and cooperation. The actual severance of diplomatic relations with Moscow stood only the “Opposition bloc” and “Block of Petro Poroshenko”.

In the attack on the diplomatic rake attended the “national front”, headed by the Chairman of the Parliament Andrei Parubiy, Batkivshchyna Yulia Tymoshenko, “Self-help” Oleg Berezyuk and “Radical party” Oleg Lyashko.

Even the Hope Savchenko, which in the last few months has become one of the main pigeons in the Verkhovna Rada, said that the introduction of visas Kyiv will protect its compatriots in Russia. At the same time the formal reason for the worsening relations policy called scandalous arrest in Moscow, Ukrainian journalist Roman Sushchenko, whom the FSB suspects of espionage.

First to protect the visa-free regime stood in “Opposition bloc”. As said its leader Yuriy Boyko, the breakup will leave without support 2 million of his countrymen, who went to Russia to work.

A little later our solidarity with the heirs of the “Party of regions”, said Deputy head of the faction PPO Alexey Goncharenko. According to him, the President’s party will not vote for the introduction of the visa regime, as against this in favor of the MFA of Ukraine. However, almost immediately after the coach revealed that the fraction of split — the part of deputies of BPP declared that support for a visa.

However, once it came to a vote, it became clear that in Parliament there is no overwhelming advantage of opponents of cooperation with Russia. For example, they are unable to push through a law banning tour of those Russian artists who do not recognize their homeland as the aggressor (out of the necessary 226 votes, the document only scored 174).

As explained “MK” head of the Kiev center for political and conflict studies Mikhail Pogrebinsky, the Parliament may make such laws without the approval of the President: “Parliament is very much intra-faction groups and non-party members, which if necessary can rely on BPP to push or to block the interests of Petro Poroshenko law. While the presidential party, with rare exception, will not contradict their leader and in accuracy will execute all his orders.

In the current convocation of the Verkhovna Rada many opponents of cooperation with Russia, but over time they are not getting bigger. They could not push the rupture of diplomatic relations earlier, can’t now. But if one day they still work, the worse this will be for the voters, most of whom live in the West of Ukraine. Remittances of Ukrainians of Russia is the third by volume of the article foreign exchange earnings of our budget. To deprive yourself of that kind of money anyway, shoot yourself in the foot”.

At the time of signing the numbers are still not known, what decision on visa regime adopted by the Verkhovna Rada. Meanwhile, Poroshenko said that the visa regime with Russia should be conducted through public hearings, and the Minister of foreign Affairs of Ukraine Pavlo Klimkin said that before something to limit or break, you need to calculate all the risks. Note also that the final decision will provide the government of Ukraine, while all the efforts of the Parliament are reduced to only recommendations.

While the Ukrainians are waiting for the decision of their elected representatives, “MK” decided to ask the head of the Center for strategic development of CIS countries Alexander Gusev, what should be the reaction of Moscow in the case of the visa regime for Russians: “If Ukraine decides to introduce visas for Russians, we must refrain from retaliatory measures. Therefore it confirms the claims that the Kiev regime is only a temporary hindrance in the brotherhood of Russians and Ukrainians. Moreover, a reciprocal visa regime is hardest hit by displaced persons from the Donbas, many of whom are trying to obtain Russian citizenship”.
