The first meeting of the state Duma skipped ten deputies

The state Duma of the seventh convocation started its work. Arrived at Okhotny Ryad, President Putin spoke about his understanding of “the right of Russia to be strong.” And elected the new speaker Vyacheslav Volodin urged MPs to consider the interests of those Russians who voted for the party outsider, and those who didn’t vote. The state Duma has once again been declared the “place for discussion”.

The President’s decree from 23 September 2016 was commanded to convene the first plenary session of the state Duma of the new convocation October 5 at 12:00. But the deputies of the will of the head of state violated his own, however, fault. In the hall they came on time, even in advance – most still have no working offices, hanging out on the corridors are not very interesting, and journalists take only “hyped” like former Prosecutor of the Crimea Natalia Polonskaya… But the meeting only started at 12.23, after into the hall, accompanied by the sixth Duma speaker Sergei Naryshkin was held late Vladimir Putin. The one who was supposed to take place later in the Presidium Vyacheslav Volodin was still one of many and sat in the hall, in the sixth row.

Vladimir Putin, as usually, many applauded. First, he read a piece of paper familiar words about the fact that he expects a constructive coordinated work of the Parliament from the other branches of government, but much much more, it would seem… And the fact that “the state Duma must become a platform for a broad public and political dialogue”. The President made it clear that he wants the deputies to the unity “in making critical and crucial decisions”, and gave them the example of the Duma of the previous convocation.

Putin then quoted Peter Stolypin: “We all must unite, to harmonize their efforts, their obligations and rights to maintain the historical higher rights of Russia to be strong.” And looked up from the paper, giving their interpretation of these words: “We always believe that any people and any country have the same right to be strong, and we never invested in this concept of power notes. We never, never impose, the power of Russia inside ourselves, inside our people. Our strength is in our people, our traditions, and our culture, in our economy, in our huge territory and natural resources, in the defense, of course. But most importantly – our strength is definitely in the unity of our people”…

After a brief speech, the President left the Duma, accompanied by the same Sergei Naryshkin: they went to the foreign intelligence Service, to a new place of work of the ex-speaker…

And in the hall came the speeches, the age of MPs from all factions, one after another, the word took Zhores Alferov, Valentina Tereshkova, Vladimir Zhirinovsky and Galina Khovanskaya.

All of them except Ms. Khovanskaya, found it necessary to refer to “external challenges” and “difficult international situation”, which begins its work Council.

Two of them (members of the Communist party and “WED”) warned against “mechanical vote” (Galina Khovanskaya) and “stamping” laws (Zhores Alferov). And LDPR leader wished his colleagues, “that always was in a good mood”: “If you have a smile on his face, inspiration, kind eyes, it will be good to affect all of the citizens of our country,” exhorted colleagues Mr. Zhirinovsky. No hint of a smile on his face when it was not.

When the deputies announced a brief break to check fractions from the Kremlin came the news that Vladimir Putin has appointed to the vacant after the departure of Mr. Volodin chief domestic policy in his administration Sergey Kirienko…

For the post of Chairman of the Council, claimed only two candidates: nominated by “United Russia” and supported in the end, “SR” and LDPR (404 “for”), Vyacheslav Volodin, and nominated by the Communist party and its supported by only 41 votes, Dmitry Novikov.

Gennady Zyuganov, recommending Mr. Novikov reminded about how dangerous monopolization of power: “In the last 100 years she twice led to the collapse of the country,” he said, referring, apparently, tsarist Russia and the Soviet Union. His logic was this: with total domination in the Duma “United Russia”, with 343 votes would have to be the speaker of the representative of the opposition faction.

But his proposal did not find support.

Mr. Volodin in his keynote speech talked about the need to improve the quality of adopted laws, what we need, “so that different options were discussed, the arguments heard,” and all factions and all members could participate in decision-making.

“A constitutional majority is even more obliged to prove his innocence publicly and in an open discussion,” he said, and stated that the Duma “must consider” the views of those Russians who voted for the 8 parties in the Parliament were not included, and even those lazy people that the elections for various reasons were not. But now their opinion?

Almost the speaker was also not spared the “unprecedented pressure on our country” that requires “consolidation”. The boundary between the need for consolidation and recognition of the existence of another opinion, apparently in each case will be determined based on their specific circumstances…

Mr. Novikov, having the time to set out his vision of the challenges facing the new speaker of the Duma, stated that the Communist party “cannot assess these elections as clean, fair and equitable”: “the Top sounded the call – but on the ground we got a different picture. full debate, the country never saw. In the first day the deputies voted for all pre-agreed personnel decisions: elected Vice-speakers, heads of committees and commissions, and approved the composition of committees. The next plenary meeting will be held on Friday.
