The Council of Muftis of Russia (SMR) fears of a split in the Russian Muslim community. The reason for this is the document adopted in Grozny last there world Islamic conference. This document calls supporters of one of the sects of Islam, Salafis, followers of ISIS, and compares with the Nazis. Each of the parties to the conflict explains his point of view?
Adopted in August by the Islamic conference in Chechnya fatwa (a legal document in Islam), which separates the believers from the faithful supporters of the sects, significantly flawed and makes a split among the Russian Muslims, the statement said the Council of Muftis of Russia.
“Over the last decade in Russia there were hundreds of thousands of Muslims who do not consider themselves to traditional Islam, but to throw them to the polls in record radicals,
“According to members of the Council of Muftis of Russia, the resolution caused a stir in Russia and abroad, it is necessary to reconsider… because she makes a split… between the Russian and foreign Muslim community”, – is spoken in published on the website of SMR application.
The fatwa, which caused dissatisfaction in the Council of Muftis of Russia, was adopted at the end of the world Islamic conference “people of the Sunnah – who are they?” which took place in Grozny in late August. The document, according to the text, “is the unanimous decision of the Muftis and scholars of Russia and are obligatory to all Muslim organisations in the Russian Federation”.
The Council of Muftis was concerned that the fatwa, first, declared “compulsory”, and secondly, according to CMP, recognizes only the true Muslims followers of one of the trends of Sunni Islam, widespread in the Caucasus – namely, the Sufi tariqa.
“Their ideology is nothing more humane than Nazism”
In addition to the fatwa, the participants adopted an appeal to Russian President Vladimir Putin in which, in particular, called – after the recognition of the ban on the activities of the so-called LIH* to recognize the criminal and the very ideology, and religious justification of criminal community”.
“This ideology has received in many countries the generic name of “Wahhabism”, to which we refer a number of extremist movements, including so-called Salafism, hebalism, the doctrine of Hizb ut-Tahrir, the political wing of “Muslim brotherhood” and others. Their ideology is no more humane than the Nazi ideology, condemned all mankind,” – said in the appeal of the participants of the conference in Grozny to the President of Russia.
Note that the number of Islamic theologians and Islamic scholars think it is incorrect to equate Salafism (fundamentalist trend in Sunni Islam, based on the call to focus on lifestyle and faith of the “righteous ancestors” – the Salaf, i.e. the early Muslim community) and the ideology of the Muslim brotherhood, Hizb ut-Tahrir and ISIS.
We will add that in published in 2013 the report of the national strategy Institute “Map of ethnic and religious threats. The North Caucasus and the Volga region” the number of adherents of the Islamic movements, collectively known as “Wahhabism”, is estimated at about 700 thousand people.
“The realities of individual regions of the North Caucasus
Chechen Muftiyat, arguing that the conference that adopted antisemitskuyu a fatwa was truly international, stresses: in addition to the prominent Russian theologians and Muftis, under a fatwa and appeal to Putin was signed and respected by foreign leaders, such as mufti of Egypt, Ahmad Muhammad al-Tayyib and recognized in many Arab countries, the preacher Sheikh Habib Ali, Jeffrey.
The Council of Muftis of Russia, in turn, believe that the provisions adopted in Grozny resolution “reflected mainly the North Caucasus realities, and not all, but only some of its regions.”
The head of the Council of Muftis of Russia Ravil Gainutdin said on Grozny Muslim conference of the international expert community was represented mainly those regions in which decades could not extinguish the hotbeds of acute mezhmusulmanskih conflicts, and the experts themselves had, as often happens, a very vague idea about the nature of the tasks facing Russian Muslims.”
With harsh criticism of the Grozny Declaration was made by the co-chair of the CMP, the mufti of Saratov region Mukaddas Bibarsov, who argued from a theological point of view that the initiative of the North Caucasian co-religionists in fact, divides the Islamic community.
“The impression that CMP is condoning Wahhabism”
In response, the mufti of the Chechen Republic Salah Mezhiev has strongly criticized Gainutdin.
“It seems that you and your headed the Council of Muftis of Russia are condoning radicalism and Wahhabism in our country”, – reads the statement of the mufti of Chechnya, which is quoted by “Interfax”.
Mezhiev stressed that Gainutdin could take an active part in the August conference in Grozny. In the very next sentence of the Chechen mufti has mentioned said Buryatskiy, a well-known Islamist ideology and terrorist liquidated in Ingushetia in 2010.
“Let me remind you one fact – some said Buryat has worked in the field of educational activities of the Council of Muftis. This is not a reproach, but a statement of fact that the Council is actually not much marked in the sphere of counteraction to extremism and prevention of radicalism and terrorism”, – said mufti of Chechnya.
“That never appeared in our country such as said Buryat and others like him, let not politics and philosophizing, in the language of scientific debates organized our meeting in a convenient format and develop a mechanism to counter extremist ideology will try to protect the youth of Russia from her destructive influence,” the statement reads mezhieva.
“The nature of the Prosecutor’s accusations”
Actually the fatwa adopted in Grozny, given the definition of Wahhabism and other movements which are defined as “the misguided sect of modernity and separated from the traditional Sunnis.
According to Gainutdin, the fatwa in its unfinished form has largely acquired the “nature of the final Prosecutor’s accusations” against a series of movements and sects of the modern Islamic world.
“At the same time they were, as they say, on one person because the whole thing has been reduced virtually to their listing without revealing the inner essence of anyone who got in the list of this enumeration. And this is precisely what one would expect from a document entitled “Fatwa on permanent signs of differences between true Islam from mistakes”, – said the head of the Council of Muftis of Russia, adding that the fatwa lies in the desire “to categorically divide Muslims on their own and not his.”
To deal with radicalism have at the Federal level
“Chechnya is a Republic which suffered from the phenomenon which is called radical Islam, so, whenever possible, scholars of this region want to protect your region, – said in comments the newspaper VIEW Director of the Centre for Islamic studies of Northern Caucasus Ruslan Gereev. – Chechen theologians first of all think about the future of the Chechen youth, but believe that radical sentiments are growing not only in North Caucasus but also in Central Russia and throughout the CIS. In Russia, let me remind you, there is still no unified concept of development of Church-state relations, and therefore, the load on the spiritual and legislative opposition to the radicals lies with the regional muftiates”.
However Gereev regrets that the authorities in charge of interfaith relations, have so far not yielded any positive results in this direction, their work has been reduced to production of documents. However, the analyst also understandable and position Ravil Gainutdin. “In Chechnya, living mostly trietsch followers of Islam (one of the meanings of the term “tariqa” – the Sufi brotherhood, revolving around a spiritual mentor – approx. OPINION).
And so they took this fatwa, where he was given the definition of Wahhabism and other movements. However, the Council of Muftis of Russia adhered to a different logic, and they too can understand,” emphasizes Gereev.
The expert believes that a serious division among the Muslims of Russia can not be.
Nevertheless, over the last decade in Russia there were hundreds of thousands of Muslims who do not consider themselves to traditional Islam, to discard them, burn in the polls, the radicals, too, he explained. In his opinion, the dispute has exposed the key challenges for modern Islam in Russia. “I hope this will be of benefit, will be the starting point for the joint work of the various secular and religious institutions. Each presented their points of view,” – said Gereev.
In addition, he drew attention to the fact that in response to the letter of SMR said on behalf of the Shura Council, the decision of the collegial body, decided that this fatwa needs to be expanded. “Most likely, will be either a compromise, or everyone remains at the opinion, but it’s not a split,” – said the expert.
At the same time, he regrets that events like the meeting in Grozny of the conference, do not pass at the Federal level, since the tone must be set in the center, not the actors.
“In Grozny, but this problem is very serious”
The political scientist, President of the strategic research center “Russia – Islamic world” Shamil Sultanov, in turn, believes that there is no unity among the Muslims of Russia has never been because of class, regional and political conflicts traditionally have made differences in the community of the Muslims of Russia. Therefore, it is impossible to speak about the split.
“The motivation of the Chechen Muftiate, of course, understandable, everyone is looking for means of fighting the radicalization of Islam, and in Grozny this problem is very serious. However, the question is, what is “traditional Islam” and what is Wahhabism. Is the true Islam, and there are unbelief, heresy, “shirk”. The concept of “traditional Islam” – a purely Russian invention”, – says the source.
Besides, in his opinion, the conference was announced incorrect term “Wahhabism”. “At the time when Russia came to the then king of Saudi Arabia Abdullah Ibn Abdul-Aziz al Saud, in the presence of Vladimir Putin, he made a statement that cannot be considered Wahhabis of Saudi Muslims. The word “Wahhab”, “One”, sacred in Islam, is one of the 99 names of Allah. In this sense, all Muslims on earth can be called Wahhabis. In the Islamic world one of the terrorist Wahhabis do not call. To use the term Wahhabi to the Saudis first began bill Clinton in 1997. In the US, the term did not catch on, but we had adopted,” – said the analyst.
As for the conflict between the Chechen by the muftiat and Ravil Gainutdin, Sultanov believes him for many years. “As in any intrareligious conflict, for this conflict are quite mundane personnel matters”, – he explained.
