Deputy Prime Minister Olga Golodets, speaking in the Federation Council, has officially confirmed that the government is developing a bill on the introduction of social payments to disabled citizens — the so-called “tax on” social parasitism”. Opponents of the bill about “tax on” social parasitism ” refer to the sad experience of the USSR, where there was an article for the maintenance of a “parasitic lifestyle.” In 1991 it was abolished as an atavism, and the modern Constitution of the Russian Federation considers the work as a right and not a duty of a citizen.
