The winner of the election gave half of committees to the opposition

It became known as the political parties represented in the new state Duma will divide parliamentary committees. 13 committees – that is, exactly half will head United Russia, five will receive the CPRF and the LDPR, and three – “Fair Russia”. What direction will be headed by United Russia and the opposition and what caused the reduction in the number of committees?

Russian President Vladimir Putin plans to attend the first meeting of the State Duma of the seventh convocation, scheduled for 5 October. On Monday reported the press Secretary of the Russian President, Dmitry Peskov.

“We are not only optimized, but also went from the principle that when the committees were created under the prominent, very well known to our colleagues”

Last Friday, the President met with the leadership of political parties, passed in the state Duma after the elections, the Kremlin. He stated the need to hold the first meeting of the state Duma of the seventh convocation not later than 5 October. “I asked you to begin work no later than the 5th. Let’s, okay, October 5, addressed the head of state to the leaders of the parties.

On Monday also it became known, how will be distributed the committees in the lower chamber of new convocation. It is assumed that in the seventh Duma will be 26 committees – four less than in the Duma of the previous convocation. “I report for our faction. We will have 13 committees”, – said the head of the faction “United Russia” Vladimir Vasilyev, was quoted by RIA “Novosti”. Five committees will have the CPRF and the LDPR, and three of the Committee – “Fair Russia”.

According to TASS, in the discussion on the distribution of committees in addition to Vasiliev, took part in the United Russia party Sergei Neverov and Alexander Zhukov and Gennady Zyuganov and Ivan Melnikov from the Communist party, Igor Lebedev from the liberal democratic party, Mikhail Yemelyanov from a just Russia.

A departure from the principle of the Committee under the well-known colleagues”

Reducing the number of committees associated with the fact that now these structures will be created to fit the needs of specific members, and under certain directions of legislative work.

About the same, in particular, said Vladimir Vasilyev. “Solving these issues, we not only optimized, but also went from the principle that when the committees were created under the prominent, very well known to our colleagues, lawyers,” – said the head of the faction EP.

“The Committee on state building, constitutional, civil and criminal, abritrage, procedural law have combined two of the Committee, which was led by colleagues (Vladimir Pligin and (Paul) Krashenninikov… In the end we have 26 committees”, – quotes RIA Novosti” the words of Vasilyev.

Vasiliev said that the EP representatives will chair committees: education and science; natural resources, property and land; transport; ecology and environment; culture; defense; budget and taxes; on rules and organization of work of the state Duma; health; security and anti-corruption; on energy; on nationalities.

For the post of Chairman of the Commission on control over reliability of Declaration of incomes of deputies will offer ex-the Prosecutor of the Crimea Natalia Polonskaya. She is professional with an impeccable reputation.”

For hardware needs

The second factor, which may be the reason for reducing the number of committees – the need to ensure the work of the parliamentary opposition. The representation of opposition parties – the CPRF, LDPR and “Fair Russia” is known to be decreased in comparison with the sixth Duma.

We will remind, following the results of elections “United Russia” received 343 of the mandate of the Communist party – 42, LDPR – 39, “Fair Russia” – 23. In addition, one mandate was received by the party “Rodina”, one “Civic platform”, and another mandate is given to the candidate in order of nomination.

While at a meeting with President Vladimir Putin, the newly elected deputies from the KPRF, LDPR and CP were asked to increase the number of assistants and employees of the Duma apparatus. It is assumed that the decrease in the number of committees of the state Duma may be due to the release of employees for hardware needs.

The Communists got the Committee on religious associations

As reported Communist party leader Gennady Zyuganov, members of the faction will be headed by five committees. In “Fair Russia” declared that their deputies will become the heads of the three committees. Five committees, including the Committee on foreign Affairs, went to the liberal democratic party.

Later it became known that the representatives of the Communist party, headed by including committees for CIS Affairs and on Affairs of family, women and children, said Communist party leader Gennady Zyuganov. It is curious that the Communists will now be the Committee on Affairs of public associations and religious associations.

As stated by Vice-speaker of the state Duma of the previous convocation from LDPR Igor Lebedev, party of Vladimir Zhirinovsky “as a result of consultations and negotiations of the LDPR faction in the seventh convocation managed to increase the number of committees.” Thus, today the representatives of the faction will qualify at five, in our opinion, the most key committees of the state Duma of the seventh convocation”, – said Lebedev. Including talking about the international Affairs Committee.
